Expression of Interest are invited for Supporting the Development of Energy Efficiency Programs in the Pacific Island Countries (PICs) The assignment for the contract is primarily to support the WB team take stock of the current EE developments in PICs, based on which national EE action plans will be formulated, including the identification of priority areas to develop EE programs such as the Pacific Appliance Labelling and Standards (PALS) programme. The Pacific Community (SPC) has been managing the PALS since 2012, assisting PICs adopt standardized performance standards and energy labelling of electrical appliances, including refrigerators, freezers, lights, and air conditioners to prevent low-quality, energy-inefficient appliances in the market. The review and the subsequent action plan will include both the supply and demand sides of energy. For PICs, low operational efficiency of utilities, leading to high system losses and low financial recovery, has been a chronic issue that hindered sustainable development. Some PICs, such as Palau and Tonga, have indicated enhancing the operational efficiency of both water and power utilities as a priority. In the case of Palau, the Palau Energy and Water Authority has requested the WBs assistance for EE in water utility as a part of the ongoing Palau PASA. Demand side EE would cover public, residential, and industry for the initial assessment, based on the findings of which the sector with the highest energy saving potentials and development impacts would be explored more in-depth, potentially to pilot an audit. All PICs will be covered although with varying degree and depth based on the data availability, representation, and client appetite. For instance, countries like Tonga that have expressed interest to engage in EE projects with the WB would be prioritized in line with their areas of interest. The outputs will be shared across all PICs leveraging SPC network and convening power, for which balancing the specifics of individual country with regional commonalities would be critical.
