Expression of Interest are invited for Consulting service: Non-Governmental Organization (NGO) supporting the implementation of prevention and response activities to GBV/SEA/HS in the regions of Kayes, Kita, Nioro, Koulikoro and Bamako Support for the implementation of VBG/SEA/HS prevention and response activities. Specifically, the mission will consist of: Developing a work plan with a detailed timetable for the implementation of EAS/HS risk mitigation activities; Identify regularly and through consultations and participatory approaches, the risks of GBV/SEA/HS in the project intervention area, both at the context level, and in particular the risks likely to be exacerbated and potentially prevented by the implementation of the project, and to propose effective and ethical prevention and mitigation measures for implementation by the various stakeholders in the project; Contribute to the development of the mapping of health, legal, socio-economic and psychological care services in localities targeted by the project through the KOBOTOOL ODK COLLECT tool; Contribute to the periodic updating of the mapping of GBV services made by the project and support the safeguarding team within the Project/Program Congratulation Unit (UF2P) in setting up the complaints management mechanism (MGP) and in particular the entry, management and reporting of complaints related to EAS/HS during the implementation of the project, in accordance with to the MGP manual developed and implemented to ensure ethical and confidential management of SEA/HS complaints; Facilitate access and referral of survivors for psychosocial, medical and legal/judicial support, through a survivor-centered response protocol; Design and implement awareness-raising and prevention campaigns on GBV/SEA/HS risks among workers employed and project beneficiary communities; Ensure that women, girls and people with disabilities are permanently and effectively consulted in the context of project activities in safe places where they feel comfortable expressing themselves (for example, organize consultations with women in groups reserved for women and facilitated by a woman); Strengthen community monitoring and early warning systems and response to GBV/SEA/HS cases; Establish a mechanism for collecting GBV/SEA/HS data from complaints received by the School Management Committee CGS in charge of managing complaints (an incident register to facilitate the collection and analysis of GBV/SEA/HS data from the project); Organize advocacy sessions for women and girls at the level of community leaders; Support the project in monitoring and evaluating GBV/SEA/HS prevention and response activities in an ethical manner; Document success stories and good practices in the implementation of the EAS/HS mitigation measures proposed by the project. The NGO will cover all localities hosting the construction sites (extension of Fundamental 2 classrooms; new existing public high schools and high schools, rehabilitations and temporary learning spaces) in the regions of Kayes, Kita, Nioro, Koulikoro and Bamako. A final report of the end of the project after integration of the safeguarding teams comments within the UF2P will be submitted in five (5) paper copies and in electronic form on a USB key (in Word file), three (3) days after their receipt by the NGO. Copy of the code of conduct signed by all staff involved in the implementation of the activities. The duration of the service is one renewable year. The Finance and Materials Department is now inviting eligible Non-Governmental Organizations (NGOs) (Consultants) to express their interest in providing the Services. Interested NGOs must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria for a shortlist are as follows: The NGO must be legally established, in good standing with the Mali administration (legal, administrative and tax documents), justifying proven capacity (suitable human and logistical resources) and existing for at least five (5) years and: Have one or more training certificates on the EAS protection policy (PEAS); Have at least 3 years of experience in supporting School Management Committees (SMCs) in charge of the overall management of complaints, particularly VBG/EAS/HS subcommittees; Have at least 3 years of experience in prevention activities: training, advocacy, awareness-raising, etc.; Experience in designing communication materials adapted to local realities; Have at least 3 years of experience in collaboration with existing structures for responding to and supporting survivors of GBV/SEA/HS in the targeted intervention areas.
