Expression of Interest are invited for Consultancy Services for Flood Management Interventions Feasibility Study in the Yabus River Catchment & Related Riverain Systems, Covering Ethiopia, South Sudan and Sudan The specific objectives of this feasibility study consultancy services in the Yabus River catchments and related riverine systems, are setting up of a Flood Forecast and Early Warning System (FFEWS); topography mapping; hydrological studies; flood hazard; exposure, and risk mapping and assessment; capacity building through increased awareness creation to empower locals to manage climate risks; and identification of locations and specification of floods resilience interventions (including water infrastructure for productive uses linked to floods/drought resilience interventions). The assignment will be carried out over a period of 15 months with an expected start date as first week of October 2024, in full consistency with the attached Terms of Reference (TOR) or referred to in this REOI. Attention is drawn to the elements of the TOR, especially in relation to the details of the main tasks to be undertaken in pursuance to the achievement of the set objectives; deliverables and associated schedule; implementation arrangements (including the consultant qualification requirements); the detailed rationale for this feasibility study consultancy services (including characteristics of the focus area at which implementation activities will be centred plus the flooding mechanisms and associated risks); and the tentative workplan. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) The Consultant Firm should demonstrate experience in i) conducting of floods assessments, and management plans; ii) catchment management plans, including stakeholder engagement, participatory planning as well as handson experience in community based project planning, implementation, capacity building, and management; and iii) transboundary water issues. 2) Generally, the Consultants team shall demonstrate experience in i) topographical/hydrometeorological data collection/analysis; ii) geo-spatial (GIS/RS) analysis; iii) hydrologic modelling of watershed/catchment, and flood plains; iv) information management systems; v) watershed/catchment, and flood plain socio-economic analysis; vi) flood hazard, exposure, impact, and risk mapping/analysis; vii) water resources engineering, and management; viii) hydrology; and ix) Procurement aspects. 3) Although key experts will not be evaluated at the shortlisting stage, nevertheless, the Consultant shall be able to demonstrate a sufficiently experienced team of qualified and experienced experts as detailed in the TOR Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. A Consultant will be selected in accordance with the Quality and Cost Based Selection QCBS method, Procurement Regulations for IPF Borrowers, November 2020. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
