Develop Report with Actionable Recommendations for the Government and Other Hlp Actors to Improve the Effectiveness and Appropriateness of Interventions in The Targeted Communities, with the Aim of Strengthening Hlp Rights and Supporting the Settlement of Idps and Refugee Returnees. Develop Local Government Capacity Building Modules to be Used by Hdc/Unhcr To Train and Build Local Government Capacity on the Appropriate Interventions Identified in the Assessment. The Capacity Building Efforts should Involve the Development of Tailored Training Modules and the Facilitation of Interactive Sessions to Enhance the Knowledge and Skills of the Local Government Officials, State Ministry of Land, Local Chiefs, Youth Leaders, Community Elders, and Women Leaders. Map and Analyze the Existing Hlp-Related Structures, Institutions, and Mechanisms at the Local and State Levels. Assess the Functionality, Capacity and Coordination of These Entities in Handling Land Issues and Disputes. Identify Gaps and Areas for Strengthening the Hlp Systems and Administration.
