Expression of Interest are invited for Qualitative Study on Barriers to Inclusion for Identification Eco-System in Chad The team is looking for a company with key staff based in Chad that can be quickly mobilized to conduct a qualitative research study to better understand the factors behind the low demand for CR and ID, measures to improve the quality of service, key design considerations for identification systems planned for inclusion and to identify priority sectors for CR/ID systems based on public input (e.g., financial services, public management, etc.) to inform the above-mentioned investment project and future government implementation projects. The results of this qualitative study will help government decision-makers to: · Understand the reasons for the low demand for CR/ID in the country and the main reasons for late birth registration. The project seeks to reveal experiences, user journeys, perceptions, and barriers to access for the general population as well as for marginalized populations such as refugees and displaced people. · Understand existing or potential incentives for different groups to obtain and use credentials , particularly in the context of accessing services, such as accessing social safety net benefits, health and education programs, or digital payments. The study aims to identify, based on the data collected, the main priority use cases of identification systems in different sectors. · Inform the planned design and deployment of digitized identification systems by ensuring that it is robust, reliable, and inclusive so that underserved communities can access and are incentivized to access legal proof of identity on an equal footing with the general population. Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
