Expression of Interest are invited for Strengthening Cybersecurity Capabilities Description The assignments objective is to support GoS efforts to strengthen the institutional and operational capacity of cybersecurity as a critical foundation for safeguarding the countrys digital infrastructure. To achieve this objective, the assignment will: (i) Provide support for the development of final proposed draft of Samoas National Cybersecurity Strategy (NCS). (ii) Propose an enhanced operating model for SamCERT. To carry out this assignment, the World Bank is seeking the services of a qualified consultant to: (i) Review the existing NCS and evaluate its outcomes, identify Samoas strategic priorities in cybersecurity, recommend the required revisions for the NCS, and advise on a consolidated proposed draft strategy. (ii) Examine a potential operating model for SamCERT, including the provision of incident response and online safety services Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase.
