Expression of Interest For Somalia Human Resources For Health (Hrh) Situational Analysis

Expression of Interest are invited for Somalia Human Resources for Health (HRH) Situational Analysis The objective of the assignment is to establish the current HRH situation and assess existing capacity for development, management, and regulation of HRH in Somalia. The specific objectives include: a) Collection, analysis, and presentation of key data on the currently available health workforce in the country with a focus on the public sector and core HRH cadres (doctors, nurses/midwives, and para medics. b) Identification of the main health training institutions, establishment of their annual training outputs and assessment/description of the main factors affecting their performance. c) Description/assessment of the existing HRH management systems and practices at the Federal Ministry of Health as well as the FMS. This is expected to cover aspects of recruitment, remuneration, and deployment practices as well as explain how staff get recruited into the civil service. d) Assessment of performance of the existing HRH regulatory framework in the country - including policies, regulations, and licensing requirements affecting the health workforce. e) Identification of key issues and appropriate recommendations as well as next steps to help the government prioritize future investment in HRH for better and more equitable service delivery.
