The City Of Essen With A Population Of 595,908 (December 31, 2023) Is Planning To Conduct A Modal Split Survey Again. The Last Available Data Comes From The Years 2001, 2011 And 2019 And Therefore Does Not Take A Large Number Of Current Conditions Into Account. Examples Include Behavioral Changes Resulting From The Corona Pandemic, The Introduction Of The Germany Ticket Or The Implementation And Consolidation Of The Immediate Measures Resulting From The Clean Air Action Program Such As The Establishment Of Bicycle Lanes. For This Reason, An Update Of The Available Data Is Necessary In Order To Enable Targeted Impact Monitoring, Among Other Things. In Key Projects To Promote Walking And Cycling, Such As The Implementation Of The Cycling Decision And The Measures Resulting From The Mobility Transition Process. The City Of Essen Is Currently Drawing Up A Mobility Plan With Which A Program Of Measures For Implementing The Mobility Transition Will Be Available At The Beginning Of 2025 And The Implementation Dynamic Will Continue To Increase Accordingly. Quality Criteria Were Developed For The Modal Split Surveys In North Rhine-Westphalia In Order To Have Uniform Standards For All Nrw Municipalities That Are Members Of The Association Of Pedestrian And Bicycle Friendly Cities, Municipalities And Districts (Agfs). This Enables, Among Other Things, A Comparison With Previous Studies By The City Of Essen (Household Surveys 2011/2019) As Well As With Other Cities And With Federal And State Data (E.G. Mid). For This Reason, The Following Service Description Is Based On These State-Wide Agfs Standards For The Uniform Modal Split Survey In North Rhine-Westphalia. Accordingly, The Agfs Standards Must Also Be Taken Into Account When Submitting An Offer (See Appendix). The Result Of The Study Is Intended To Provide A Representative Database For Traffic And Mobility Planning Of The Future. The City Of Essen Would Like To Commission The Complete Implementation Of A Specific Household Survey On Mobility Behavior In Compliance With The Agfs Standards. The Survey Is To Take Place In Two Survey Waves, The 1St Wave In Autumn 2024 And The 2Nd Wave In Spring 2025. The Study, Including Complete Reporting, Must Be Completed Before The 2025 Summer Holidays. The Service To Be Awarded Consists Of The Following Service Modules. The Implementation Of The Service Modules, Including Their Individual Points, Must Be Described In Detail In The Offer To Be Submitted And Quantified With Prices. The Calculation Must Be Entered In The Cost List Attached To The Tender Documents.
