The Change In The European Security Environment Requires Even Closer Preparation And The Development Of The Capabilities Of Disturbance Management And The Civilian Functions Of Nato Processes. The Development Of Disturbance Management Is Part Of The Government Program. For This Reason, The Ministry Of Social Affairs And Health Is Launching Risk Management Development Activities In Welfare Areas In Connection With The Guidance Of Its Own Domain. The Activities Include Risk Management Measures And The Formation Of A Risk Situation Picture, Based On Which Decisions Can Be Made And Operations Directed In Cooperation With The Five Regional Emergency Centers And Other Responsible Actors. The Situational Picture Of Risk Management And The Understanding Of The Situational Picture Are Expanded To Support Information Security Deviations And Sudden Ict Disruptions And Unexpected Situations. The Goal Is To Ensure The Resilience Of Service Systems And Emergency Centers In The Social And Health Sector And The Management Of Unexpected Situations, By Developing Them Together With The Competent Authorities. In Addition, The Goal Is To Strengthen The Handling Of Ict Cyber Security Disturbance Management Skills Of The Emergency Centers And To Understand The Situational Picture Of Different Situations, The Emergency Centers Are Part Of Preparedness And Preparedness Cooperation, Including The Criticality Classification Of Service Systems.
