To Develop And Implement A Real-Time, Centralized Electronic Toll Collection System By Using Vehicle Database Of The Niger State Ministry Of Transport For The Automatic Vehicle Classification (All Transactions Including Transaction Amount And Vehicle Footage) In Real-Time Simultaneously From Toll Plaza To New Niger Development Project. Ii. To Ensure Total Backup Support Round The Clock Including All Required Hardware And Software. Iii. Networking With The Bank For Auto Transfer And Deposit The Collected Toll Money To The Designated Account For The Etc System And Smart Card/ Touch And Go System. For The Manual System, Cash Collection Shall Be Carried Out Through Existing Arrangements. Iv. Ensuring Cyber Security Support For The Entire System. V. Software Source Code, Hardware And Technology Transfers Should Be Done In Such A Way That Designated Staff Of The New Niger Development Project Can Operate, And Customize The System/Software On Its Own. Vi. All Guidelines Declared By The Government, Niger State Ministry Of Communication Technology And Digital Economy Especially, Should Be Followed For Implementing The Entire System. Vii. The Agile Software Development Methodology Must Be Used As An Sdlc Model For Developing The Proposed Software. Viii. New Niger Development Project Will Be The Owner Of All Documents Like User Manual, Process Flow, Data Flow, Ui/Ux Design, Devices Troubleshooting Manual, Devices Troubleshooting Procedures Etc. Generated During The Sdlc (Software Development Life Cycle). Ix. The System Must Have A Plan For Business Continuity And Its Operation Procedures. X. Vendor Certification For Related Engineers Must Be Given Preference For Deploying Manpower During The System Development And Maintenance Period. Xi. Develop A Mobile App For Android And Ios For Automatic/Online Based Vehicle Registration And Payment System. Xii. Engaging Domain Experts Of Niger State Ministry Of Communication Technology An Digital Economy In The Software Development Life Cycle To Acquire Knowledge During The System Development Through Agile Development Methodology. Duration Of Service The Consultancy Services Shall Be For The Development Is Four (4) Months And A Period Of Ten (10) Years For Operations And Subject To Renewal Based On Satisfactory Performance.
