In this context, the Ministry for Primary Industries (MPI) seeks to leverage this procurement opportunity to deploy and integrate Exit Marshall Gates with the eGate solution to contribute to the wider system. The MPI Exit Marshall Gate concept looks to automate the Biosecurity risk assessment interaction currently performed by officers after baggage collection and prior to exiting the airport arrivals area. Exit Marshall Gates are expected to integrate to core border systems similar to the eGates. The inclusion of Exit Marshall Gates will enable MPI to streamline biosecurity clearance processes for passengers arriving in New Zealand by integrating with Customs eGate infrastructure (particularly for use of Biometrics). This will enhance risk assessment capabilities and expedite the movement of travellers and goods across New Zealands borders. For the purposes of this Registration of Interest (ROI), the term Exit Marshall Gate could include an eGate, or a kiosk, or a combination of both, or other technologies. By collaborating with Customs on this procurement, MPI aims to optimise border management operations, enhance regulatory compliance, and safeguard New Zealands biosecurity interests while facilitating the efficient flow of passenger trade and travel. A joint approach to procurement will be undertaken at the ROI stage and the approach for subsequent stages is still to be confirmed. Customs recognises the need to upgrade and replace Customs current eGate solution whilst MPI seeks to introduce Exit Marshall Gates to enhance border control efficiency, improve processing times for passengers presenting as no risk, and strengthen security measures at border entry and exit points.
