Strengthening Capacity to Design and Implement Transport Infrastructure Projects - Consulting services for Knowledge Product Maharashtra State Highways and Rural Roads Approval Date: 11-Jul-2019 Estimated Commencement Date: 60,000 USD Engagement Period: 5 MONTH Project Background: 1. ADB has been supporting India through various projects to improve transport connectivity in several states in the country, facilitating safer and more efficient access to livelihood and socioeconomic opportunities. In Maharashtra, the project Maharashtra State Road Improvement Project (MSRIP), will upgrade and maintain about 450 kilometers (km) of state roads forming part of the core road network (CRN) in the state, which will enhance transport accessibility and efficiency, and improve the sustainability of the road network, in line with the states Road Development Plan 20012021. The roads are in four districts: Amravati, Ratnagiri, Solapur, Washim. The project will involve upgrading of state roads to two-lane standard and performance-based maintenance contracts to maintain the improved road assets for five years after construction. In addition, Maharashtra Rural Connectivity Improvement Project (MRCIP) will target upgrading 2100 km of rural roads to all- weather standards (with 5-year performancebased maintenance) in 34 districts of the State of Maharashtra (spread over Amravati, Aurangabad, Konkan, Nagpur, Nashik and Pune regions). The roads will improve connectivity between habitations, productive agricultural lands, and economic growth centres across the State. The impact of the Project is aligned with the GOMs Vision 2030 by developing quality, reliable, sustainable, safe, affordable roads that provide equitable access to all. 2. Road transport is critical to accessibility, mobility, and connectivity of rural communities in Maharashtra, particularly for accessing markets, employment opportunities, and services across various economic sectors. These projects will help the government to address the need for (i) increasing road capacity; (ii) improving road asset management planning; (iii) enhancing road safety, especially for women and other vulnerable groups, among other aspects, (iv) improving the capacity of rural infrastructure agency and enhancing awareness among road users in the state; and (v) generating 2.0 million person-days of employment for semi-skilled and unskilled labour in road construction and maintenance (at least 25% of employed are women).
