Tenders are invited for Establishment of a Change-Oriented Monitoring-Evaluation System Mauritania, far from having completed its demographic transition, saw its population double in 2013. It is very young, since 60% of the population is under 25 years old. The share of the population of working age represents 52.7%, of which 61.4% are aged under 35 and it is mainly made up of women (57.5%) (ENESI, 2017). Employment statistics show a low level of qualification, particularly for women: 67.4% of them of working age have no level of education (ENESI, 2017). Youth face a very high unemployment rate since 34.6% of the unemployed are under the age of 24. A significant proportion (44.2%) of young people between 14 and 35 years old are neither in the education system nor in employment.
