Expression of Interest are invited for Laldia Container Terminal (LCT) & New Mooring Container Terminal (NCT) project-Commercial Consultant Bangladesh is one of the fastest growing economies in the world. In the past two decades, GDP growth averaged 6% per year and poverty declined substantially in the past decade. The countrys growth story is based on its success as a major global exporter of ready-made garments (RMG), which accounts for more than 80% of its total exports. The import and export trade business of Bangladesh is largely dependent on the ports of the country. Chattogram Port is the main port in Bangladesh handling more than 92% of the total seaborne trade including container, dry and break-bulk cargo etc. and 98% of total containerized trade. The port has experienced a continuous growth of cargo volume driven by rapid increase of RMG exports and imports of manufactured goods in the last decade. Overall container volume is estimated to grow in the medium term driven by economic growth and the growth of the RMG sector. In this context, Chittagong Port Authority (CPA) is pursuing an expansion program under PPP modality and is aiming to develop a new greenfield container terminal as well concession an existing container terminal to private operators. The Public-Private Partnership Authority of Bangladesh (PPPA) is the statutory body responsible for implementing public-private partnerships (PPP) in Bangladesh. The PPPA intends to support CPA under the Ministry of Shipping of Bangladesh (MoS), with structuring and contracting two concession projects: (i) establishment of a new greenfield Laldia container terminal and (ii) operation and maintenance concession of New Mooring Container Terminal along with Overflow Container Yard in Chattogram Port (the Projects), under a PPP scheme with international terminal operators (ITOs). The Government of Bangladesh (GoB) conducted a pre-selection process (Pre-selection Process), as a result of which, ITOs for both projects have been pre-selected (the Pre-Selected ITOs) to present proposals to the Clients in relation to the Projects. The objective of the IFC assignment is to provide transaction advisory support to the PPPA and the CPA (individually referred as Client and together referred as Clients) to: (i) carry out a comprehensive due diligence of the projects; (ii) structure viable and bankable private sector concessions for each of the projects, and (iii) assist in negotiating long-term contracts with the pre-selected ITOs in a financially and environmentally sustainable manner.
