Construction Work – Acquisition Of Rental Space For The Housing Unit For The Mental Health And Substance Abuse Rehabilitators Of The Päijät-Häme Welfare Area In Lahti. The Board Of The Päijät-Häme Welfare Region Has Decided To Organize A Procurement Tender For The Rental Space Of The Housing Unit For Mental Health And Substance Abuse Rehabilitators, The Goal Of Which Is To Rent Functional, Safe, Efficient And Economical Premises That Meet The Needs Of The Future In The City Of Lahti For The Production Of Housing Services For Mental Health And Substance Abuse Rehabilitators In The Päijät-Häme Welfare Region. The Object Of The Acquisition Is The Long-Term Rental Of A Building Within The Scope Of The Procurement Act (1397/2016), When The Leased Premises Are Implemented In Accordance With The Definitions And Requirements Of The Procuring Entity. The Procurement Includes The Rental Of A Building Suitable For Providing Community Housing For Mental Health And Substance Abuse Rehabilitators As Well As Round-The-Clock Service Housing, Implemented On A Turnkey Basis, And Ready For Use. The Facilities Must Meet The Requirements Of The Tender Documents. More Detailed Content Of The Procurement, Areas Of Responsibility And Definitions Of The Required Facilities Can Be Seen In The Request For Tender And In The Documents Attached To The Request For Tender. Based On The Competition, The Päijät-Häme Welfare Area Selects One Lessor To Be Responsible For The Implementation And Rental Of The Housing Unit For Mental Health And Substance Abuse Rehabilitation In Accordance With This Call For Tenders And Its Appendices. The Rental Object Must Be Ready And Approved By The Building Control Authority, Checked For Commissioning And Approved In Writing By The Tenant For Commissioning No Later Than January 1, 2026. The Lessor Must Start The Work According To The Construction/Implementation Phase Without Delay After The Building Permits Become Legally Binding, But No Later Than March 1, 2025. The Lease Period Is Fixed-Term For 15 Years, After Which The Tenant Has The Option To Exercise The Option Right And Extend The Lease Agreement Under The Same Conditions For Five (5) Years By Notifying The Lessor 12 Months Before The End Of The Lease Period. The Rental Period Continues After The 15-Year Fixed-Term Lease Period Or Possibly The Option Lease Period Used By The Tenant As An Indefinite Period With A 12-Month Notice Period On The Tenants Side And A 24-Month Notice Period On The Landlords Side. The Notice Period Begins To Run From The Partys Written Notice Of Termination. For The Sake Of Clarity, It Is Stated That The Tenant Has The Right To Terminate The Contract Starting From The End Of The 15-Year Fixed-Term Contract Period Or From The End Of The Option Period Used By The Tenant. The Lessor Has The Right To Terminate The Agreement Starting From The End Of The 15-Year Fixed-Term Contract Period, If The Tenant Does Not Use The Options. If The Tenant Makes Use Of The Option, The Lessor Has The Right To Terminate The Rental Agreement Starting From The End Of The Last Option Period Used By The Tenant.
