Expression of Interest are invited for Role of Committees in the Selection of Safety Net Beneficiaries in Mali Mali is a semiarid; landlocked; low-income country characterized by a predominantly rural economy and by chronic food insecurity. Agriculture is the largest sector in the economy representing more than 41 percent of GDP but faces severe challenges from climate change and increasing human pressure. Food insecurity is pervasive. Projections for the 2024 food security situation are slightly worse than in the previous year. It is projected that from June to August 2024; 1;372;224 individuals will be in the crisis phase; corresponding to 6 percent of Malis population; while an estimated 4;020;622 individuals; or 18 percent of the population; could be in the emergency phase. The number of individuals in the crisis phase increased by 10 percent compared to the same period of 2023; when 1;246;406 individuals were in the crisis phase. The government has implemented a social safety net program targeted to the poor (the Jigisemejiri program); which provided cash transfers and accompanying measures for the duration of 3 years. Beneficiaries for the Jigisemejiri program were selected with the help of village and commune committees; with community validating forming the last step of the targeting exercise. This study aims to understand the role that these committees are playing and their perception by beneficiaries through in-depth qualitative research.
