3.1. The Subject Of The Project Is The Task Entitled: Renovation Of The Local Government Kindergarten In Międzylesie - Stage 1 3.2. Location: Local Government Kindergarten In Międzylesie, 57-530 Międzylesie, Ul. Wojska Polskiego 25, Plot No. 328/5.3.4. Description Of The Existing Conditionthe Building Was Built Before 1945. A Two-Story Building With A Basement And An Attic. Built Using Traditional Brick And Wood Technology, With A Steep Envelope Roof. It Is A Historic Building. The Installation Equipment Includes: Cold Water, Hot Water, Sanitary Sewage With Discharge To The Municipal Sanitary Sewage System, Electrical Lighting And Power, Lightning Protection, Telecommunication Installations, Central Water Radiator Heating With Heat Supplied In A Hybrid System. The Building Has A Brick And Wooden Structure, These Are :- Walls Made Of Stone And Brick With Lime And Lime-Cement Mortar, - Ceilings: Above The Basement There Are Brick Vaults On Steel Beams And A Flat Ceramic-Reinforced Concrete Ceiling, The Staircase (Runs And Landings) Are Made Of Vaults On Steel Beams, Above The Ground Floor There Are Flat Ceilings Ceramic-Reinforced Concrete, The Central Nave Leading From The Staircase On The 1St Floor Is Covered With A Ceramic-Reinforced Concrete Ceiling, On The 2Nd Floor (Attic) It Is Covered With A Wps-Type Reinforced Concrete Ceiling On Steel Beams, The Side Aisles Above The Rooms On The 1St Floor Are Covered With Wooden Ceilings With A Blind Ceiling, Above The Stairwell There Is A Wooden Ceiling (Bare). All Ceilings And Vaults Have Lime-Cement Ceiling Coatings. - Roof Made Of A Wooden Truss With Formwork And Covered With Coated Panel Sheets. - Pvc Window Joinery With Double Glazing. - Door Joinery Made Of Various Materials; Wooden Doors, Doors Made Of Wood-Based Materials, Aluminum Doors, Steel Doors. - Floors: On The Basement Level - Terrazzo, Terracotta, Cement Floors, Pvc Rolls, On The Ground And First Floors - Floors Made Of Pvc Rolls, Terracotta, Wooden Parquet And Terrazzo, On The 2Nd Floor (Attic), Attics Have Wooden Floors, Rooms On Pvc Roll And Terracotta Flooring Right In Front Of The Staircase, The Staircase Has Stone And Concrete Steps At The Basement Level, Pvc Roll On The Ground And First Floor Levels On Wooden Boarding Of Steps And Landings, The Main Entrance To The Building Has Stairs And A Stone Landing, Garden Exit Consists Of Stairs With Terracotta Cladding. - Technological Equipment: In The Basement Level, The Building Has A Kitchen Connected To The Ground Floor And The First Floor By A Small Food Elevator To The Kitchenette Rooms. - Installation Equipment: Installation Of Cold Water, Hot Water, Sanitary Sewage With Discharge To The Municipal Network Sanitary Sewage System, Electrical Lighting And Power, Lightning Protection, Telecommunication Installations, Central Water Radiator Heating Installation - Powered By A Hybrid System Of An External Heat Pump Set With A Gas Boiler, - The External Walls Of The Building Have Thermal Insulation On The Room Side (Internal) (Requirement To Protect The Historic Substance Of The Building) ,- Plastering Of Walls And Ceilings: Lime-Cement Plasters And Ceramic Tile Cladding In The Basements, - Lime-Cement Plasters And Ceramic Tile And Plasterboard Cladding On The Ground Floor, 1St Floor And Part Of The 2Nd Floor, In Toilet Rooms Separation Of Cabins Made Of Plastic, In The Attic Rooms On The 2Nd Floor, The Knee Walls Are Made Of Lime And Cement, And The Ceilings And Partitions Are Made Of Wood.3.3. Bill Of Quantities 3.8. The Bill Of Quantities Is An Auxiliary Material For Determining The Price Of The Contract And Should Be Verified In Terms Of Compliance With The Actual State By The Contractor During A Site Visit.3.9. The Contractor Is Obliged To Conduct A Site Visit To The Facility And Familiarize Himself With The Actual Situation. The Ordering Party Is Not Responsible For The Failure Of The Contractor To Perform These Activities And, Consequently, Failure To Estimate The Value Of The Full Scope Of Works Will Not Result In The Contractor Requesting Additional Works In The Future.3.10. All Proper Names Of Devices And Materials Specified In The Bills Of Quantities, Descriptions, Technical Specifications, Etc. Are Used To Determine The Standard And Technical Properties And Should Be Treated As An Aid In The Process Of Preparing The Offer. It Should Be Understood That In All Such Cases Such Indications Are Accompanied By The Words Or Equivalent. However, The Devices And Materials Used By The Contractor To Implement The Subject Of The Order Cannot Have Technical Parameters And Properties Worse Than Those Specified In The Tender Documents.3.11. The Execution Of The Subject Of The Order Will Be Accepted By A Commission Appointed By The Mayor Of The City And Commune Of Międzylesie. The Final Acceptance Report Will Be Supplemented With A Set Of Documentation Providing For The Scope Of Execution Of The Subject Of The Order, Necessary For Approval For Use By The State Inspections: Fire Service And Construction Supervision.3.12. The Purchased And Installed Materials Must Comply With Polish Standards And The Requirements Specified In Art. 10 Of The Construction Law Of July 7, 1994 (Consolidated Text: Journal Of Laws Of 2021, Item 2351, As Amended), Art. 5 Of The Act Of April 16, 2004 On Construction Products (Journal Of Laws Of 2021, Items 12, 13). The Contractor Is The Owner And Producer Of All Waste Generated As A Result Of Construction Works.3.13. Local Visition 3.13.1. The Ordering Party Pursuant To Art. 132 Section 2 Of The Public Procurement Law Requires The Contractor, Before Submitting An Offer, To Conduct A Mandatory Local Inspection Of The Place Where Construction Works Will Be Carried Out. 3.13.2. Confirmation Of The On-Site Visit Will Be A Declaration Signed By Persons Representing The Contractor And The Ordering Party. The Person Representing The Contractor Must Be Authorized To Perform This Activity Based On Registration Documents Or A Power Of Attorney Submitted In The Original Or A Copy Certified To Be A True Copy Of The Original. The Template Of The Declaration On Carrying Out A Site Visit Is Annex No. 15 To The Swz. The Declaration Will Be Prepared In Two Identical Copies, One For The Contractor And The Ordering Party, And Attached To The Offer. 3.13.4. The Contractors Costs Related To Participation In The On-Site Visit Will Be Borne By The Contractor.3.13.5. Pursuant To Art. 226 Section 1 Point 18 Of The Public Procurement Law, The Ordering Party Rejects The Offer If It Was Submitted Without An On-Site Inspection.3.14. Subcontracting1. The Contractor May Entrust The Performance Of Part Of The Order To A Subcontractor(S). 2. The Ordering Party Does Not Reserve The Obligation For The Contractor To Personally Perform Key Parts Of The Order.3. The Ordering Party Requires That In The Event Of Entrusting Part Of The Order To Subcontractors, The Contractor Should Indicate In The Offer The Parts Of The Order The Performance Of Which He Intends To Entrust To Subcontractors And Provide (If Known To Him At This Stage) The Names (Companies) Of These Subcontractors.
