Expression of Interest are invited for Provision of Consultancy Services for the Structuration of a National Digital Development Program, 1 The Ministry of Information Communication and Technology has applied for financing from Agence Française de Développement (AFD), and intends to use the funds thereof for payments under the following project: PROVISION OF CONSULTANCY SERVICES FOR THE STRUCTURATION OF A NATIONAL DIGITAL DEVELOPMENT PROGRAM, to be financed by the Agence Française de Developpement in 2023/2024 through a sovereign loan. 2 The consulting service will support the Ministry and relevant stakeholders in designing a project to support three pillars of the digital sector. 3 The components of the project are : 1) Regulatory, legal and institutional framework of the digital sector 2) Supporting digital access in public institutions and rural areas through broadband planning and development 3) Supporting the delivery of digital public services through digital application systems. 4 The consulting services will be divided into two lots: One pre-feasibility study (12 weeks) and one feasibility study (16 weeks). 5 The pre-feasibility study is a firm phase. The viability of the results produced during this stage will determine the trigger of the feasibility study, which is a conditional phase. 6 The prefeasibility study will include the following modules.: The scope of the pre-feasibility study is as follows: Phase 1 Kick-off mission The purpose of the study kick-off mission is to review the scope of the project, present a working methodology and a back schedule in order to: Identify the beneficiaries of the study and the validation procedures for the various deliverables; Collect all regulatory texts, maps of the infrastructure network (GIS), strategies, concept notes, project and market studies, information on past and current projects in synergy with the project in preparation; Map out all the players who will be participating in and contributing to the study; Clearly define the role and contributions of the various players, including the private sector, in the various phases of the project; Present to the beneficiaries and contributors the different phases of the project, the workshops and meetings planned, the mobilisation required, and the methodology chosen to implement the studys roadmap. Expected deliverables: At the end of the assignment, the consultants will submit an Inception Report which will include the report on the assignment, the countrys overall situation in relation to the objectives set, the roadmap consolidated and validated by the stakeholders, and the projects governance arrangements. Phase 2 Project documentation and analysis Choose sidebar display Once all the documentation required to analyze the scope of the project has been collected, the consultants will carry out a comparative regional/international analysis (benchmark) of the strategy proposed by the sector ministry in order to assess the consistency and relevance of the components under study. This document review will be supplemented by a series of interviews with the projects key stakeholders (identified in phase 1) to understand their vision of the project and gain a better understanding of their objectives. These interviews should make it possible to assess: The consistency between the projects ambitions and local constraints; The current capacity (operational/financial/human) of these players to implement the project The technical/economic model to be considered during the feasibility study with the private sector; The human and material resources that can be mobilized to implement the project; The financial resources that can be mobilized and that are relevant to the project: external funding from donors (AFD, EU, others, etc.), other local partners that can be mobilized, private sector participation, etc. It should be noted that AFD funding for this project is conditional on achieving gender equality objectives and climate co-benefits for the project components. During this phase, the consultants will identify opportunities to implement these objectives in each sub-component in line with the strategies of the stakeholders involved in the project. Awareness of these issues may be required during these interviews with the stakeholders to ensure that environmental and social criteria are taken into account across the board when consolidating the scope of the final project. Expected deliverables: At the end of this phase, the consultants will submit a documentation and analysis report on the project, including an analysis of the documentary collection, the benchmark, the interview reports and the recommended adjustments to the components* activities in order to control the risks Identified at this stage in the project and maximise the projects environmental and social impact. Phase 3 Consolidation of scope, roadmap and indicators The final phase of the pre-feasibility study consists of preparing the project scoping documents, which include the preliminary design for each component, the logical framework, an initial review of the budget and financing arrangements, and an assessment of the training, technical assistance and capacitybuilding needs of the players responsible for implementing the project components. Expected deliverables: 0 Logical framework The logical framework will include the projects objectives, results and activities by component; The related indicators, as well as the monitoring and evaluation methodologies for these indicators; The logical relationships between these indicators (theory of change); The assumptions necessary for the success of the project (internal and external), 0 Preliminary design of the components Activities, partners involved, Intervention logic for each activity Timetable and phasing for the deployment of infrastructure and services; Identification of final beneficiaries Resources to be deployed to achieve objectives; Organization chart, operational structure, SPIU structure and responsibilities, governance by component; Scope of additional studies to be carried out before and during the project. 0 Preliminary risk analysis Operational risks Technical risks Environmental and social risks Institutional risks. This preliminary risk analysis will be consolidated and completed by the feasibility study, 7 The feasibility study (conditional phase) will include the following modules.; Feasibility study for each component, and phasing; Economic and financial analysis of the project; Update of the documentation prepared during the pre-feasibility study (including project design); Environmental and social study of the project; Gender Action Plan The projects carbon footprint The operations manual, Full risk analysis and mitigation measures; The projects procurement plans; Technical assistance in drafting tender documents and job descriptions for the SPIU for the duration of the project.
