Publication Date: 05/23/2024 12:00 AM EDT EOI Deadline: 06/13/2024 11:59 PM EDT Description: As the threats from natural hazards and climate-related events continue to mount, the governments of Samoa and the Marshall Islands are actively enhancing their disaster risk management approach. In recognition of the need for advanced analytical work, both governments have specifically requested technical assistance from the World Bank. They are seeking the Banks support to conduct a comprehensive assessment of their emergency preparedness and response systems, building on existing diagnostics and assessments. The assignments objective is to equip the World Bank, the governments of Samoa, and RMI with informed strategies to bolster their EP&R systems. This will be achieved through a comprehensive assessment, followed by the development of targeted investment plans. The assignment will leverage the Ready to Respond (R2R) diagnostic tool and guidelines, a crucial resource developed by the World Bank. The R2R framework offers a comprehensive approach to assessing EP&R capacity. By conducting a detailed analysis across various dimensions (Risk Identification & Assessment, Institutional Arrangements, Financial Protection, Information and Communication Systems, and Legal & Institutional), this framework pinpoints strengths and areas for improvement, providing tailored recommendations to inform and guide strategic planning for future programs and investments.
