There Are Currently 59 Flowbird Parking Ticket Machines In The Public Areas Of The City Of Oulu, Of Which 47 Are Cale 104 (Coin-Only) And 12 Are Cwt (Coin Payment And Bank Card Contactless Payment). All The Machines Are Owned By The City Of Oulus Community And Environmental Services, And They Are Serviced And Maintained Under Contract By Oulu Parking Oy. The City Of Oulu Uses Fujitsus Helga System As A Parking Monitoring Tool. This Purchase Concerns The Modernization Solution For Parking Ticket Machines, So That As A Result Of The Purchase, All Parking Machines Will Be Able To Pay For Parking In The Future With A Bank Cards Contactless Payment Feature In Addition To A Coin, And In Addition, When Paying, It Is Possible To Enter The Registration Number Of The Parked Car Into The Machine To Verify The Validity Of The Parking Fee. The Modernization Must Be Done By Utilizing The Body Parts Of The Current Vending Machines, In Which Case Additional Devices Will Be Installed In The Existing Vending Machines With The Possibility Of Entering A Registration Number (59 Pcs) And As A Payment Method, In Addition To Coin Payment, The Contactless Payment Method Of A Bank Card (47 Pcs). All Ticket Machines Must Be Remotely Controllable After Modernization, And They Must Be Compatible With The Current Helga Parking Monitoring System. Parking Surveillance Must Be Able To Check The Validity Of The Parking In Real Time Based On The Registration Number, Or From The Parking Ticket That Can Be Printed On The Car (Both Options Possible, Depending On The Customers Choice At The Time Of Payment). The Customer Must Be Able To Pay For Parking With Coins Or Bank Card Contactless Payment (The Customer Can Choose). The Procurement Includes All The Necessary Equipment Parts Delivered And Installed In Place At The Current Ticket Machine Locations In The Center Of Oulu, And Their Commissioning Training. The Devices Can Be Delivered In Two Installments So That Approx. 50% Will Be Delivered By 30.11.2024 (Tentative) And Approx. 50% By 31.12.2024 (Tentative). Exact Delivery Dates Are Agreed Upon In Negotiations Between The Customer And The Selected Supplier. In Addition, As An Option, The Bidder Can State The Unit Price For A Maximum Of Five New Parking Ticket Machines, With The Features Mentioned Above And In Other Respects Similar To The Current Machines. The Price Must Be Valid For Two Years After Making The Offer. The Delivery Time For A Possible Additional Order Is At Least 6 Calendar Months After Placing The Order. The Customer Does Not Commit To Using The Option In Connection With This Tender, But The Decision On A Possible Additional Order Is Made Separately. In The Tender Document, The Tenderer Shall Provide A Precise Description Of The Offered Modernization Solution With Equipment Features And The Total Price Of Delivery. The Provider Reserves The Possibility To Use An External Expert To Support The Assessment Of The Suitability Of The Offered Solution.
