Registration of Interest (ROI) for Expression of Interest - Te Reinga Bridge Replacement Open Date: Tuesday, 14 May 2024 5:00 PM (Pacific/Auckland UTC+12:00) Close Date: Tuesday, 4 June 2024 5:00 PM (Pacific/Auckland UTC+12:00) Tender Type: Registration of Interest (ROI) Tender Coverage: All of Government Regions: Gisborne Hawkes Bay Required Pre-qualifications: None Overview: An Expression of Interest (EOI) is invited from suitably experienced contractors (applicants) interested in being short-listed as prospective tenderers for the construction of the replacement Te Reinga Bridge. The aim of the project is to provide a replacement single lane network arch bridge in a similar alignment as the previous Te Reinga bridge which was damaged during Cyclone Gabrielle. This EOI is the first stage in a two-stage procurement process. From the Stage One EOI submissions, applicants who meet the minimum pre-qualification requirements will be shortlisted and invited to submit a tender for the Contract Works (Stage Two) through a Request For Proposal (RFP) process. More detailed and specific attribute, pricing and methodology information will be requested in the second stage and will be required to be submitted with tenders for the purpose of the tender evaluation. The Principal is the Wairoa District Council, who as a local authority holds the responsibility to promote the social, economic, environmental, and cultural wellbeing of communities in the present and for the future. This project contributes to this goal by building local infrastructure which contribute to public health and safety, promotes growth, connects communities, activates communities, and helps to protect the natural environment. This project will provide infrastructure which will enable efficient movement of goods and people with a greater level of resilience to hazards and future climate change. The Principal wishes to engage a suitably qualified and experience contractor(s) to take part in the construction of a resilient bridge that will permanently reconnect the local Te Reinga community and have a positive impact on the surrounding Wairoa, Gisborne, and Hawkes Bay districts. The project is being delivered through a traditional contract model (NZS3910:2013) with an ECI stage that will run concurrently with the detailed design of the bridge. The ECI phase will give the Contractor the chance to influence the design and provide opportunities for collaboration and innovative solutions to construction. This will include the ability for the Contractor to offer alternative solutions to the Principals current proposed design. The project is also focused on fostering and enhancing relationships with local Hapu, upskilling the local suppliers, and supporting the local community to build back stronger.
