1. The Subject Of The Order Is The Design And Execution Of Construction Works Consisting In The Expansion Of The Commune Office Located At Ul. Malinowicka 4 In Psary.2. The Subject Of The Order Includes In Particular:2.1. Expansion And Reconstruction Of The Existing Office Building Of The Commune Office In Psary With A Single-Story Building With A Building Area Of ​​Approximately 188 M2, Directly Connected To The Existing Building With An Office Service Function.2.2. The Scope Includes Two Stages - Stage I, Expansion Of The Existing Building And Stage Iii, Execution Of New Facade Plasters In Accordance With The Division Made In Pfu.2.3. The Building Will Be Constructed Using Traditional Technology With Brick Load-Bearing Walls And Partitions, A Roof With A High-Ribbed Ceiling Structure, And The Structure Will Be Designed Taking Into Account The Possibility Of Adding Additional Floors To The Building In The Future.2.4. The Following Rooms Are Planned To Be Built In The New Part Of The Building: Customer Service Office Including 4 Customer Service Stations, Waiting Room, Public Toilet, One Room. For Customer Service, Three Rooms. Double Office, One Room Three-Person Office, Two Rooms Single Office, Social Room, Room Office Space For Office Equipment, Room Cleaning, Toilets For Employees Located On The Ground Floor Of The Existing Building.2.5. Reconstruction Of Part Of The Ground Floor Of The Existing Facility In Order To Adapt It To The Designed Function.2.6. Removal Of Any Collisions Of The Newly Designed Part With The Existing Underground And Above-Ground Infrastructure.2.7. Making The Necessary Connections For The Newly Designed Facility.2.8. Execution Of All Necessary Internal Installations Along With Devices Ensuring The Proper Functioning Of The Newly Designed Facility.2.9. Delivery And Installation Of Permanent Building Equipment, Such As Ventilation, Air Conditioning, Technological Equipment, Sanitary Elements.2.10. Application Of New Layers Of Silicone Plaster On The Facade Of The Existing Office Building With An Area Of ​​Approximately 466 M2.2.11. Implementation Of Land Development.2.12. Removal Of Existing Trees To The Extent Necessary And Planting Trees In Accordance With The Issued Decision.2.13. Reporting The Completion Of The Works And Obtaining Its Acceptance By The Ordering Party.2.14. Obtaining A Valid Permit To Use The Facility.2.15. Any Other Elements Not Listed Above And Resulting From The Functional And Utility Program With Attachments.2.16. The Scope Of The Contract Does Not Include Equipping The Building With Fixed And Mobile Furniture.3. The Scope Of The Subject Of The Order Includes In Particular: 3.1. Preparation Of Design Documentation Updating And Introducing Changes To The Design Documentation For Which The Building Permit Decision No. 961.2017 Of August 31, 2017 Was Obtained, Needed To Carry Out Construction Works, Expansion And Reconstruction Of The Building Of The Commune Office In Psary To The Extent Resulting From The Functional And Utility Program, And Exercising Supervision Copyright As Part Of The Task. The Contractor Is Obliged To Obtain All Decisions, Opinions, Arrangements, Etc. Necessary For The Implementation Of The Investment, Including Obtaining A Change To The Building Permit. 3.1.1. The Contractor Is Responsible For The Quality, Reliability, Compliance With Applicable Regulations, Standards, Guidelines And Instructions, Modernity And Economy Of The Solutions Used As Part Of Updates And Changes To The Design Documentation.3.1.2. The Contractor Is Obliged To Obtain All Permits, Decisions And Arrangements Necessary To Carry Out The Works And Will Make Any Necessary Changes In The Studies Resulting From Them. The Design Documentation Must Be Comprehensive To The Extent Enabling The Implementation Of The Works. 3.1.3. In The Studies, The Contractor May Not Indicate Trademarks, Patents Or The Origin, Source Or Specific Process That Characterizes The Products Or Services Provided By A Specific Contractor, If This Could Lead To The Preference Or Elimination Of Certain Contractors Or Products, Unless This Is Justified By The Specific Nature Of The Subject Of The Contract And The Subject-Matter Of The Contract Cannot Be Described Using Sufficiently Precise Terms, And Such An Indication Must Then Be Accompanied By The Words Or Equivalent. The Contractor Is Also Obliged To Indicate Equivalence Parameters.3.1.4. The Contractors Obligations Include Obtaining The Required Technical Conditions And Approvals From The Operators Of The Underground Utilities Network Using Its Own Efforts And At Its Own Expense. The Requirements Of The Operators Of The Underground Utilities Network, Submitted To Be Included In The Technical Documentation And Exceeding The Scope Resulting From The Collision Of Utilities With The Designed System, Must Be Agreed With The Ordering Party Before Starting The Design.3.1.5. When Determining The Scope Of The Task, All Necessary Elements Of The Tasks Implementation Should Be Strictly Anticipated, Regardless Of Whether They Are Listed In The Fup Or Whether Their Need To Be Used Should Be Foreseen Due To The Need Resulting From The Objective Possibilities Of Proper And Complete Commissioning And Use Of The Facility In Accordance With Its Intended Purpose.3.1 .6. The Reconstruction And Expansion Of The Facility Should Be Designed In A Durable, Corrosion-Resistant Structure - Adapted To The Type Of Existing Development And In Accordance With Applicable Regulations. When Designing The Structure, All Conditions Should Be Taken Into Account That Guarantee Its Proper Operation, No Load-Bearing And Operational Limit States Are Exceeded, In Particular The Absence Of Cracks, Settlements And Other Phenomena That May Affect The Quality Of Use Of The Building.3.1.7. The Design Should Take Into Account All Loads On The Structure That Will Occur, However, The Ordering Party Does Not Allow The Inclusion Of Loads From Technological Installations And Permanent Devices Such As Ducts And Central Ventilation, Lighting Fixtures, Permanent Acoustic And Electro-Acoustic Devices Mounted On The Structure - To The Value Of The Useful Load. . These Loads Should Be Calculated As Technological Loads, Leaving The Full Value Of The Standard Technological Load At The Users Disposal.3.1.8. The Project Should Use Solutions And Materials Ensuring A High Quality Standard And Long-Term Operation Of The Installations And Rooms Without The Need To Make Major Repairs And Renovations.3.1.9. The Designed Devices Should Have Parameters Ensuring The Highest Possible Quality And The Lowest Possible Operating Costs.3.1.10. A Room Standard Should Be Adopted Taking Into Account The Conditions Listed In The Utility Program, With Particular Emphasis On Parameters Allowing The Use Of Given Materials Or Devices Under Appropriately Designed Conditions Of Use. The Final Standard Of Finishing And Furnishing Of The Rooms Will Be Determined At The Design Stage As Part Of Direct Arrangements With The Ordering Party.3.1.11. The Facility, In Terms Of Accessibility For Employees And Visitors, Should Be Adapted To The Needs Of People With Special Needs/Disabilities.3.1.12. The Facility Should Use Solutions Ensuring An Appropriate Level Of Fire Safety. The Design Should Be Adapted To The Guidelines Of The Fire Protection Expert.3.1.13. When Designing Appropriate Fire Safety Systems, A Fire Protection Control Panel Should Be Constructed. In A Rebuilt Facility With The Possibility Of Expansion. 3/1/14. When Designing Appropriate Acoustic Insulation Systems, The Applicable Regulations Regarding Internal And External Partitions And The Attached Noise Emission Study Should Be Taken Into Account. Particular Attention Should Be Paid To Securing Rooms That May Emit Noise, Such As: Air Handling Units And Others.3.1.15. In The Event Of A Conflict Between The Designed System And Existing Underground And Above-Ground Networks, The Contractor Is Responsible For Developing A Project To Remove The Conflict.3.1.16. Due To The Collision Of Trees With The Planned Scope, The Psary Commune Obtained The Decision No. Decision Of The Starosta Of Będzin, No. Wśil.613.67.2022, On Permission To Remove Trees And Shrubs.3.1.17. Upon The Submitted Request, The Contractor Will Obtain Powers Of Attorney From The Ordering Party To Act On Its Behalf When Performing Activities Under This Contract. The Contractor, Acting On Behalf Of The Ordering Party, Cannot Enter Into Agreements, Assume Obligations Or Take Actions That Have Financial Consequences Without The Written Acceptance Of The Ordering Party. All Arrangements And Conditions Imposed By The Parties To The Proceedings Must Be Reported To The Ordering Party And Require His Acceptance.4. A Detailed And Comprehensive Description Of The Subject Of The Order And The Ordering Partys Requirements Regarding Implementation And Acceptance Is Specified In: 4.1. Functional And Utility Program (Ffu) For The Expansion And Reconstruction Of The Commune Office Building In Psary, Including Land Development And Annexes4.2. Design Documentation, Technical Specifications For The Reconstruction And Expansion Of The Building Of The Commune Office In Psary 4.3. Construction Permit Issued By The Starosta Of Będzin, Decision No. 961.2017 Of August 31, 2017.4.4. Decision Of The Starosta Of Będzin, No. Wśil.613.67.2022, Permitting The Removal Of Trees And Shrubs.4.5. Order Of The Mayor Of The Psary Commune On Establishing The Rules For The Management Of Wood Obtained From The Areas Owned By The Psary Commune.4.6. Order Of The Mayor Of The Psary Commune No. 120.38.2022 Of March 14, 2022. Regarding The Sale Of Scrap During The Liquidation Of Municipal Property, Which Constitutes An Annex To The Agreement.3.1.
