Tenders are invited for Terms of Reference for Hiring a Consultancy Firm to Develop Ubuzima Bwiza Mutual Insurance Automation System The overall objective of the consultancy is to develop a full automation system of Ubuzima Bwiza Mutual Insurance Foundation based on its business processes. The automation system should help the Foundation to integrate all foundations businesses and generate improvements across many aspects of the foundations businesses. The system should be a user-friendly digital or web-based platform that will serve as an integrated information system for operations and financial data collection, analysis, documentation, and reporting. II.2 Specific Objectives To conduct a consultation meeting with UBF Departmental staff and conduct a need assessment of the status of the current UBF business process and future projections. To review the existing business processes and provide additional inputs for proper integration of the system; To develop a successful automation system of UBF and ensure its functionality. To integrate all business processes and make it functional; The system should allow data export in various format, mainly CSV, PDF and Excel; The system should have different functionalities for data entry, analysis, documentation and reporting; The system should be integrated on UBF Website as a portal; To ensure that the system is accessible online/ web-based system with different levels of access. The scope of work for the consultancy will include the following areas but not limited to: Conduct a thorough need assessment and identify requirements and preferences for the automation system; Designing the architecture, the software requirement system ,user interface, and functionalities of the automation system taking into account usability, accessibility and scalability. Develop a platform using appropriate technologies and frameworks, ensuring compatibility with the existing IT infrastructures and different devices and browsers; Integrating all business processes of the Foundation and ensure the system is user-friendly; Implementing measures for data security, privacy protection and backup procedures; Providing technical documentation and user guiding manual for training and business continuity. Train UBF staff on how to use the new system; Conduct user testing of the full system, receiving feedback and ensure its effectiveness and usability Provide final product with the agreed timeframe and Budget, including post launch support and maintenance arrangements. Provide APIs and an implementation thereof that can be used to integrate with partners such as BNR, CRBA, RRA, DICO, ADEPR MIS, SAGE200, SAGE PEOPLE for HR and any other that will be ready. DURATION OF THE WORK The assignment is expected to be completed within 120 days (4 months) from the date of signature of the contract. KEY REQUIRED QUALIFICATIONS Consultancy firms with expertise in automation systems or software management information systems, particularly within the insurance industry in areas such as underwriting, monthly premium allocation, claims, reporting, are encouraged to apply. The selection committee will evaluate candidates based on the efficiency and proven experience of the consultancy firm, as evidenced by testimonials from reputable organizations or other relevant companies they have worked with. REQUIRED EXPERIENCE The Consulting firm should possess the following qualifications and expertise: Proven experience in developing automation systems of the Companies/ Organizations, preferably in the field of Insurance Industries, or related areas. Proven Insurance expertise, especially in Medical insurance and experience in defining business processes or processes optimization. Proven expertise in managing IT projects for medium level to large enterprises. Proficiency in relevant programming languages, frameworks, and technologies for web development. Strong experience in designing cost-efficient technology/web-based platforms that handle information. 5 years experience in management information system, professional design of web-based platforms, using user-friendly technology. Strong analytical and problem-solving skills, with the ability to translate user needs into technical solutions. Good communication and interpersonal skills, with experience in conducting training sessions. Knowledge of data security, privacy, and compliance requirements for digital platforms. Experience working in Rwanda or similar contexts is an advantage. VII. CONSULTING FIRM TEAM COMPOSITION For the purpose of business continuity, the consulting firm should have at least the below experts in their team: Team leader: The Team leader should have a minimum of a bachelors degree in information technology, management information system, database management or web-design and with experience of 5 years in developing digital platform or web-based at managerial level. Software engineers: Software engineers should have at least bachelors degree in software engineering, computer science or any other related field with a 5 years experience in professional design of web-based platforms, IT coding, using user-friendly technology. Project manager: The team should include a certified project manager with proven track record in managing big IT projects. Business Analytic/Process Optimization expert: The team should include a business process expert or any individual carrying any of the titles listed above with such expertise and knowledge.
