Tenders are invited for Engineering Design and Supervision Consultants for Community Infrastructure and Related Facilities The Government of Pakistan requested assistance from the Asian Development to support its post-flood recovery and reconstruction efforts. The project will (i) finance the reconstruction of beneficiary-driven, multi-hazard resilient, inclusive, and environment-responsive housing units in selected districts of Sindh Province; (ii) finance the construction of community-led community infrastructure including water, sanitation, and hygiene (WASH) and renewable-based off-grid electrification; and (iii) assist the livelihood recovery of flood-affected communities. The project will also enhance skills in disaster risk management, resilient construction practices, and planning. This initiative is a key part of ADBs multifaceted response to Pakistans flood crisis, in partnership with development partners such as the World Bank and Islamic Development Bank. The project is aligned with the following impact: an inclusive and resilient recovery from the 2022 floods ensured. The project will have the following outcome: human settlement for floodaffected communities in Sindh improved. The projects outputs are (i) flood-damaged houses and community infrastructure reconstructed with multi-hazard resilient, inclusive, and environment-responsive designs, and (ii) community resilience improved Brief Description of Goods and Related Services, Works or Consulting Services to be Procured: All procurement of consulting services will be undertaken in accordance with ADBs Procurement Policy and Procurement Regulations for ADB Borrowers (July 2017, as amended from time to time). While advance contracting is part of the normal procedure, approval of advance contracting and retroactive financing does not commit ADB to approve the loan or to finance the project costs. If retroactive financing will not be approved for the project, contracts procured under advance action will be signed after loan effectiveness. The proceeds of the loan are intended to be used for the procurement of the following using the quality- and cost-based selection method.
