Expression of Interest For Consultancy Services; Review And Development Of The National Human Resource Development Strategy For Botswana

Expression of Interest are invited for Consultancy Services; Review and Development of the National Human Resource Development Strategy for Botswana The services included under this project are as follows: To review and gain insights on the implementation of the National Human Resource Development Strategy (2009-2022) and to develop a new National Human Resource Development Strategy (2026- 2036). The development of Botswanas human resources is part of transforming the country to a knowledge-based economy and to a high income status in line with Vision 2036 aspirations. The specific objectives are; i. To conduct an evaluation of the implementation of the NHRDS (2009-2022) and establish achievement of the strategic and life cycle goals ii. To develop a Transformative National Human Resource Development Strategy (2026-2036) and a high level Implementation plan (National Action Plan). 2. SCOPE OF SERVICES 2.1. Evaluation of the National Human Resource Development Strategy 2009-2022 which entails the following; a) Develop an NHRDS 2009-2022 performance matrix b) Review impact of existing HRD/Education and training and related policies, plans, performance reports etc. c) Conduct national stakeholder consultations through regional workshops d) Knowledge transfer and capacity building e) Assess performance on NHRDS vision, mission, goals and indicators f) Collect and analyse data g) Produce NHRDS evaluation report with clear recommendation 2.2 Development of the National Human Resource Development Strategy 2026-2036 with its implementation plan and monitoring and evaluation plan. This stage entails the following; a) Conduct literature review on international best practice b) Conduct consultation of key stakeholder for additional data to inform the new strategy c) Assess adequacy of the policy framework, strategies and plans d) Conduct national stakeholder consultations on the proposed strategy through regional workshops e) Produce a transformative National Human Resource Development Strategy 2026-2036 f) Produce a costed strategy implementation plan that infuses monitoring and evaluation Tender Link : https://www.afdb.org/en/projects-and-operations/procurement
