Expression of Interest are invited for Feasibility Studies and Detail Design of Pump/Tidal of New and the Existing Rice Irrigation Schemes for Rehabilitation of the Schemes across the Reward Intervention Regions of the Gambia SCOPES OF WORK 3.1 Location The rice grown ecology along river Gambia freshwater zone is mapped out in Central River Regions South and North and Upper River Region of the Gambia. The two administrative regions are blessed with freshwater and suitable land along river Gambia for irrigation of rice production. The selected areas of study in CRR, URR and WCR have existing and potential areas for rice cultivation by means of tidal and pump irrigation. Phasing Specific Duties and Responsibilities of the Consultant The consultant shall be fully responsible for the preparation of the feasibility studies and detail design of new target irrigation schemes (tidal, pump, lowland solar pump areas, rainfed and detailed designs of existing irrigation schemes for rehabilitation. The firm shall perform all work necessary including technical verifications, field investigations and related services to ensure the schemes are constructed in accordance with the contract documents elaborated for the project. Phase I: Part A: Assessment of construction/rehabilitation requirements Technical feasibility assessment of the proposed areas and data collection to aid the design process. Conduct social-cultural aspects and beneficiary participation. Land use in term of gender issues (women and youths in agriculture) Socio economic and financial viability analyses Topography survey of all the identified schemes and feeder roads Establishment of permanent Benchmarks in each of the schemes. Review and familiarize him / herself with the Final Project Environment Assessment Study (EIA) Report and the Project Final Environment and Social Management Study Report (ESMP) to ensure proper implementation of the project as per guidelines, recommendations and policies set forth in the aforesaid documents. Perform initial screening of the baseline environmental impacts of the proposed feeder roads options in sufficient detail to assist in the selection of the preferred feeder roads option. Technical feasibility assessment The consultant is to carry out a technical assessment on the project areas to evaluate the topography, water quality analysis and soil suitability analysis of the project sites for the consolidation of the new and existing tidal and pump irrigation schemes. The consultant evaluates water management issues and hydraulic design structure issues at the existing schemes and propose a capacity development plan and design improvement proposal to address identified gaps. Groundwater quality and quantity assessment of the site to utilizing groundwater for rice irrigation (lowland solar pump option). Financial and Economic Feasibility The consultant (National/International) is to carry out economic and financial analysis on the above-mentioned identified sites to ascertain the following: capital costs. Operation and management costs (water fees to be computed) cost/benefit analysis. Market analyses within and outside The Gambia. Values chains possibilities. Cost recovery mechanism.
