Request for proposals are invited for Fijis Digital Climate Transparency Tool for Paris Agreement Reporting (Design and Implementation of an IT-based MRV Systems for GHG inventory and NDC Tracking). Fijis Climate Change Division (CCD), Ministry of Environment and Climate Change, Fiji Government is the designated entity to execute and coordinate on the National Communication (NC) and Biennial Transparency Report (BTR) in accordance with the Fijis Climate Change Act 2021. CCD has an organizational unit to coordinate and implement the UN Framework Convention on Climate Change (UNFCCC) and Paris Agreement reporting requirements. Fijis Climate Change Act 2021 formally provides CCD a clear mandate or authority to coordinate activities under the UNFCCC and PA reporting. Fiji Government, with the support of the Global Environment Facility (GEF) and the UN Environment Program (UNEP) under the Capacity Building Initiative for Transparency (CBIT), is preparing its national systems to meet its reporting obligations under the ETF. GGGI is working with CCD, Ministry of Environment and Climate Change to implement CBIT project. The objective of the CBIT project is to enable Fiji in enhancing its capacities and institutional arrangements to comply with the requirements of ETF, specifically the information to be reported by Fiji in its first Biennial Transparency Report (BTR). Effective engagement of data users and data suppliers in the Measurement, Reporting and Verification (MRV) system will result in the generation of good quality and timely climate reports. The objective of this consultancy Is to implement Fijis Digital Climate Transparency Tool for Paris Agreement Reporting (Design and Implementation of an IT-based MRV Systems for GHG Inventory and NDC Tracking) The terms of reference (ToR) set out in this document are for a company or organization to design and implement an information technology-based (IT) tool to support Fiji in collecting, archiving, and preparing the national GHG inventory reports of anthropogenic emissions by sources and removals by sinks of greenhouse gases (GHGs) as per the ETF of the Paris Agreement as well as Fijis NDCs and Climate Finance tracking. It is the aim of this tender to appoint a solution provider that can design and implement the MRV IT Tool. Project Description: The MRV IT Tool is a key reporting tool of the national MRV system that will support Fiji to meet its commitments under the ETF. The MRV IT Tool will serve as the central data management and archiving platform that will be used to engage national stakeholders and to standardize data (activity data and information) collection, reporting, archiving, and retrieval processes to estimate anthropogenic emissions of GHG by sources and removals by sinks as well as information on NDC actions and climate finance for NDC and Climate Finance Tracking. MRV IT Tool requirements: Effectively and efficiently allow data providers, data custodians and respective QA/QC roles to submit activity data and supporting information using Fiji Climate Change Portal. (at the user end suitable laptops, back-up power as well as Internet access will be required). Efficiently manage, i.e., store data and supporting information, including but not limited to activity data and emission factors, and access them on request or demand. Produce database files that are compatible with the IPCC Software (https://www.ipcc-nggip.iges.or.jp/software/index.html and other UNFCCC Software. Able to import, handle and export large data (activity data) sets using the IT-based portal. Harvest GHG emissions estimates from compilation files (such as MS Excel-based or IPCC software outputs), and archive activity and emissions and removal data. Produce visualizations that include, among other data points, totals and sector-wise of estimated and calculated GHG emissions and removals, as well as the NDCs and Climate Finance tracking. Be resilient and updatable to incorporate changes from any national and Paris Agreements ETF requirements, including but not limited to additional data points under the IPCC methodologies or sector-specific emission factors. Store data in dedicated physical media and/or other means which are safe and secure both physically and from online attacks. Implement the first level of the QA/QC system. Provisions to upload/save corresponding information (such as PDF document, source file etc.). Create standard (e.g., based on ETF Common Reporting Tables or CRTs) and flexible (on-demand selection) reports, charts, and tables with a range of filters and variables including but not limited to years, various gas, sector, and sub-sector. Generate outputs in a variety of file formats (including, at least, CSV, XLS, XLSX, XML, Word, and PDF) Create a diverse set of users (both at CCD and data providers) with varying degrees of access to the Tools features. Protect files from unauthorized access and edits and track any and all changes made to respective files at the user-level. Allow users to store and retrieve various files at the user level.
