For Numerous Abandoned Shafts And Mine Workings Near The Surface, There Are No Mine Owners Or Former Miners Or Their Legal Successors Who Can Be Legally Called Upon To Carry Out Safety Measures. In These Cases, The Arnsberg District Government, As The Mining Authority Of The State Of North Rhine-Westphalia, Is Responsible For Implementing Safety Measures. Several Large Daybreak Events In North Rhine-Westphalia Have Clearly Shown That Unsecured Or Inadequately Secured Mining Legacies Can Pose A Threat To People And Property. This Fact Has Prompted The State Of North Rhine-Westphalia To Set Up A Risk Management System For Mining Legacies That Could Potentially Cause Damage And Are The States Responsibility. The Aim Is To Use Preventative Measures To Avoid Daybreak Incidents With Personal Injuries And, In Some Cases, Significant Damage To Property, And To Ensure The Greatest Possible Safety For The People In North Rhine-Westphalia From Dangers Posed By Abandoned Mine Workings. In This Context, The Shafts Under The Responsibility Of The Arnsberg District Government Must Be Inspected Initially And Repeatedly If They Have Not Yet Been Explored Or Secured.
