Ostrobothnias Welfare Region (Hereinafter, The Client) Establishes With This Procurement Notice A Dynamic Procurement System For Tendering The Supplier Register Of Oral Health Care Personnel Resources. This Is The Procurement Of Social And Health Services In Accordance With Appendix E Of The Procurement Act. The Dynamic Procurement System Is A Two-Stage Procedure In Which Willing Service Providers Must Submit An Application For Participation. The Application For Participation Ensures The Suitability Of The Service Provider And All Service Providers Who Meet The Suitability Requirements Are Accepted Into The Procurement System. Requests For Tenders For The Supplier Register Will Only Be Sent To Service Providers Who Have Submitted An Application For Participation And Have Been Accepted. Submitting A Participation Application Does Not Oblige The Service Provider To Submit An Offer In Tenders For The Supplier Register. The Supplier Register Is Updated Regularly (Every 6 Months) With Internal Tenders Of The Dynamic Procurement System. New Service Providers Can Submit An Application For Participation At Any Time During The Validity Of The Procurement System And Thus Enable Participation In The Next Tender For The Supplier Register. The Procurement System Is Tentatively Valid Until May 31, 2029. The Customer Can Extend The Validity Of The Procurement System By Making An Appropriate Notification Or, Accordingly, Terminate The Validity Of The Procurement System Early. The Establishment Phase Of The Procurement System Is Valid Until June 5, 2024, During The Establishment Phase No Request For Tenders Will Be Published In The Procurement System. Applications For Participation Received During The Establishment Phase Will Be Processed Simultaneously After June 5, 2024, And All Applications Received During The Establishment Phase Will Be Processed Before The Publication Of The First Call For Tenders For The Supplier Register. After The Establishment Phase Is Over, The Procurement System Is In The Procurement Phase. Applications For Participation Received During The Procurement Phase Will Be Processed As Quickly As Possible, However No Later Than Before The Publication Of Requests For Tenders For The Supplier Register, Approximately On June 1 And December 1 Of Each Year. In The Procurement System, Procurements Other Than The Supplier Register For The Procurement Of Human Resources Are Not Tendered.
