Mapping Of Experiences With The Sharing Of County Councils And Municipalities . On 14 June 2022, The Storting Passed The Division Of Troms And Finnmark County Into Troms County And Finnmark County, Vestfold And Telemark County Into Vestfold County And Telemark County, Viken County Into Østfold, Buskerud And Akershus Counties And Ålesund Municipality Into New Ålesund And Haram Municipalities . The Divisions Came Into Effect On 1 January 2024. The Purpose Of The Assignment Is To Map And Document The Experiences The Newly Established Counties And Municipalities Have Had With The Practical Implementation Of The Division And With The Legal Framework For The Division. The Gathering Of Experience Shall Be Used, Among Other Things, To Evaluate And Possibly Revise The Subdivision Act And Prepare Guidance Material. Experience Must Be Gained With The Use Of The Subdivision Act And Subdivision Regulations Issued Pursuant To The Act. An Analysis Must Also Be Given Of How Well The Law And The Division Regulations Have Functioned As A Legal Framework For The Divisions. On The Basis Of The Experience Gained And The Analysis, An Assessment Must Be Given As To Whether The Subdivision Act And The Subdivision Regulations Have Been Appropriately Designed For Subdivisions, Including Whether There Are Rules That Are Missing And/Or Whether There Are Provisions That Are Incomplete Or Ambiguous. Systematized Knowledge Must Also Be Acquired About The Practical Implementation Of The Divisions, Including How The Processes Have Been Organised, Significant Differences In This And What The Various Experiences Have Been. In This, It Is Also Important To Shed Light On How The County Councils And Municipalities Have Used The Room For Action Within The Framework Of The Local Government Act And The Rules Of The Subdivision Act/Subdivision Regulations. The Assignment Must Result In A Report. The Deadline For Delivering The Report Is Monday 2 December 2024. The Contract Has An Upper Financial Limit Of Nok 600,000 Excl. Vat.
