1. The Subject Of The Order Includes The Implementation Of The Investment Task Titled: Modernization Of The Records Of Land And Buildings In The Sulmierzyce Commune. Sulmierzyce” Consisting In Modernizing The Records Of Land And Buildings In The Registration Area: 1) 100908_2.0017 Sulmierzyce Under Art. 24A Of The Act Of May 17, 1989, Geodetic And Cartographic Law, And In Accordance With The Provisions Of The Regulation Of The Minister Of Development, Labor And Technology Of July 27, 2021 Regarding The Register Of Land And Buildings. Achieving The Assumed Goal Of The Work Will Allow For Improving The Quality Of Data In The Land And Building Records, As Well As Streamlining The Process Of Maintaining, Servicing And Sharing Land And Building Records In The Form Of Numerical Files And Network Services, And In Particular Will Improve Automation Processes In The Field Of Viewing Pzgik Data, Servicing Reporting Of Surveying Works And Providing Pzgik Materials. Scope Of Work The Substantive Scope Of Work Was Described In The Modernization Project. Division Into Stages And Implementation Deadline The Modernization Of Egib Described In The Project Is Divided Into Stages. Stage I - Includes The Following Works: 1) Analysis Of Existing Resource Materials And Assessment Of Their Suitability In Terms Of The Possibility Of Using Them To Carry Out Modernization Works. 2) Performing A Control Measurement (Gnss Technique Recommended) Of The Existing Points Of The Geodetic Control Network Used To Establish Land Records, And Then Using Data From Measurement Logs Located In The Pzgik And Re-Aligning The Control Network. 3) Obtaining Data On The Boundaries Of Cadastral Plots And The Boundary Points Describing Them: A) For Plots Whose Boundaries Have Been Confirmed In Boundary Protocols, In Surveying Reports Accepted Into The Resource, The Location Of The Plot Boundaries And The Coordinates Of The Boundary Points Describing Them Should Be Taken From These Studies B) For Plots Whose Boundaries Were Developed In The Local Or No Longer Valid Coordinate System, The Coordinates Of These Boundaries Should Be Recalculated To The Applicable Pl-2000 System. The Preferred Form Of Conversion Is The Trans65_2000Pkt Program Obtained From Pzgik. C) For Plots For Which The Land Register Was Established Based On Direct Measurement, The Location Of The Plot Boundaries And The Coordinates Of The Boundary Points Describing Them Should Be Recalculated Using The Aligned Matrix And Measurement Data Contained In The Land Register Establishment Report And The Consolidation Report. D) Determining The Attribute Values ​​Of Boundary Points. 4) Preparation Of A Working Cadastral Map, Taking Into Account The Data Obtained As Part Of The Work Described In Points 1-3. 5) Deadline For The First Stage: 4 Months From Signing The Contract. Stage Ii - Includes The Following Works: 1) Obtaining Data Defining The Boundaries Of Cadastral Plots Based On Geodetic Measurements Preceded By Determining The Course Of These Boundaries In Accordance With The Principles Set Out In § 32 And 33 Of The Regulation [2]. This Applies To Approximately 2,000 Plots. 2) Completing The Materials And Information Collected In The Pzgik, Supplemented To The Necessary Extent With Field Geodetic Measurements And Activities To Determine The Course Of Boundaries In Order To: A. Eliminate Discrepancies Occurring On The Borders Of Neighboring Registration Districts, Including Districts Located In A Neighboring Commune Or Poviat. 3) Field Measurement Of Buildings For Which There Is No Documentation In Pzgik (Made In The National Coordinate System). The Measurement Should Also Cover Existing Registration Buildings In The Area That Have Been Rebuilt Or Expanded. 4) Obtaining Descriptive Cadastral Data Regarding Buildings And Premises Based On: A. Architectural And Construction Documentation B. Pzgik Documentation C. Field Interview D. Direct Measurement. 5) Comparison Of The Cadastral Map Kept By The Starosta With The Area In Terms Of Land Use. 6) Measurement Of Permanently Changed Land Use. 7) Calculation Of The Plot Area And Settlement Of Land Use And Classification Contours In Accordance With The Provisions Of § 41 Of The Regulation [3].8) Preparation Of A Working Database Of The Land And Building Records, Updated With The Results Of The Work Specified In Points 1-7 Of Stage Ii.9) Preparation Of The Project Descriptive And Cartographic Report, Which Will Be Available For Inspection By Interested Entities. 10) Deadline For Completion Of Stage Ii: 140 Days From The Date Of Signing The Contract. Stage Iii - Includes The Following Works: 1) Presenting The Draft Descriptive And Cartographic Report For Public Inspection By The Contractor And Collecting And Forwarding To The Ordering Party Comments From Interested Entities On These Data2) Resolving Comments Submitted To The Draft Descriptive Report - Cartographic With The Participation Of The Contractor.3) Preparation And Submission To The Ordering Party By The Contractor Of The Results Of Modernization Works Developed In The Form Of Update Files Enabling The Database Of Land And Building Records To Be Supplied. 4) Deadline For Completion Of The Third Stage: 170 Days From The Date Of Signing The Contract. After Each Completed Stage, The Ordering Party Will Inspect The Work Performed Within No Longer Than 10 Business Days. The Condition For Proceeding To The Next Stage Of Work Is The Acceptance Of The Stage Completed So Far. A Detailed Description Of The Subject Of The Order Is Set Out In Annex No. 3 To The Swz: 1) Technical Conditions 2) Project Of Modernization Of The Land And Building Register 3) Map With Plots In The Area. Sulmierzyce And Annex No. 4 To The Swz. Important Contractual Provisions. The Final Deadlines For The Completion Of Individual Stages Are Specified In The Swz And Annex No. 4 To The Swz. Important Contractual Provisions.2. The Contractor Is Obliged To Complete The Order On The Terms And Conditions Described In Detail In The Important Contractual Provisions Constituting Annex No. 4 To The Swz.
