Expression of Interest are invited for Consulting Firm (National) (Time-Based) Title Of Service: Selection of Consulting (Communication Agency) Firm for Preparing Communication Strategy for the Stakeholders and Beneficiaries under EARN Project Brief Description of Assignment: The firm will provide following but not limited services: Task 1: Undertake Communication Need Based Assessment Specific tasks would include: Literature Review and Inception Workshops. Map out key stakeholders and audiences and analyze their positions and attitudes, as well as their weight in the decision-making process to assess the feasibility of possible communications networks and their effectiveness in reaching specific target audiences. For this, the consultant may need to engage in Focus Group Discussions, opinion surveys, and consultations. Determine the most appropriate channels to promote the EARN program and to reach different segments of beneficiaries. Assess the existing communications capacity of various government agencies involved in the EARN project. Organize a workshop to present the findings of the communication need assessment. This will allow us to clarify any questions or issues and identify the projects vision for the field locations to be covered by the communication strategy. Submit the final Communication Based Need Assessment Report. Task 2: Develop a Communication Strategy: Based on the findings of the Communication Need Assessment, the Consultant will develop a comprehensive communication strategy to facilitate the project to achieve its objectives within the project lifecycle. The communication strategy should include: key target audiences, messages that resonate with specific audiences, channels that work for specific audiences, action plan, including timeline and sequencing of specific messages and communications activities, budget, plan for impact assessment and coordination mechanisms to carry out the implementation of the Action Plan, the Consultant will also conceptualize communication and information products/materials using appropriate channels and prepare a branding guideline, the consultant will be responsible for pre-testing the proposed key messages and communication tools with stakeholder groups, the consultant will present the proposed strategy in a national level workshop with various government stakeholders to validate the strategy and key messages and receive their feedback and accordingly will finalize the strategy. Task 3: Training of Trainers on Communication: Develop a training module based on the finalized strategy, conduct interactive training of trainers sessions incorporating case studies and practical exercises. Experience, Resources and Delivery Capacity Required: Minimum qualifications of the firm to be selected for the required assignment include: A. The Firm shall have the following General qualifications: i. Legal entity - Company registered with competent Bangladesh authority such as City Corporation and/or Register of Joint Stock Companies & Firms (RJSC). ii. Reputed national and/or international communication firm, and/or any Joint Venture (JV), with at least 10 years of experience in planning, designing and executing national & international campaigns. In the case of the Joint Venture, the lead partner should have at least 10 years of experience. Furthermore, in case of JV, partner of the JV must be a Bangladeshi firm with at least 3 years of experience in similar assignment(s) in Bangladesh. iii. Reputed national and/or international communication firm, and/or any Joint Venture (JV), with previous experience of successful youth platform development / work experiences/ ongoing projects as a leading firm with the Ministry of Youth and Sports and/or DYD will get preference. iv. The following experiences will be considered as must for any eligible firm/JV-lead, a. Experience in advertising, public relations management, conducting mass media campaigns, maintaining media relations for events, social media campaign, and conducting public opinion research. b. Experience and capacity to plan, design, develop and deliver information products such as audio-visual and print materials, advocacy campaign materials, web-based products, news and social media materials. c. Experience of implementing communication activities such as workshops, national and international seminars/events, focus group discussion etc. v. The firm/JV-Lead should have proven experience of creating and/or managing at least 5 national youth networks and at least one international youth network in the last five years (till December 2023). vi. Consultant Firm/JV-lead must have successfully delivered at least 5 communication strategy paper/needs assessment/policy paper for Government Agency, Development Partner and Chamber of commerce. vii. The Firm/JV-lead should have experience of maintaining digital platform(s) for youth, one of those platforms should have at least fifty thousand youth followers. viii. Reputed national and/or international communication firm, and/or any Joint Venture (JV), with notable experience on country branding both on national and global level will get preference. ix. Communication firm enlisted and experience with donors will get preference x. Communication firm with records/ experiences to implement job fair will get preference. xi. Communication agency with experience to work and experience with OTT platforms, International and National Media Network will get preference B. The Firm shall have the following proven specific qualifications: The consulting firm/ JV should have following specific qualifications: i. Good understanding, knowledge and experience of social, political, cultural aspects of Bangladesh. ii. Experience of organizing and managing national and/or international events involving high level political leadership including Prime Minister, President, Ministers, Ambassadors, Head of International Agencies. iii. Experience of producing at least 5 TV/Web commercials and/or at least one feature film and/or at least 5 short films/ 3 tv programs projecting on single subject and/or web series. iv. Experience to broadcast Bangladesh based documentaries to international platforms and developing TV programs addressing women empowerment will get preference. The Department of Youth Development now invites eligible agency (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are experience (general & specific), financial capacity, management capacity and subtility for the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, dated November 2020 (Procurement Regulations), setting forth the World Banks policy on conflict of interest.
