The Object Of The Procurement Is A Uas Observation System (Passive System) For Use By The Police To Monitor Unmanned Aviation In Lower Airspace. The Detection System Detects, Locates, Tracks And Identifies The Most Common Commercial Unmanned Aircraft Systems In Real Time Using Technology Based On Radio Frequency Detection. The System Must Be Able To Show The Location Of The Unmanned Aircraft And Its Radio Controller Based On Satellite Positioning Data On The Map Of Its Graphical User Interface. The Location Information Must Be Based On The Telemetry Data Of The Controller Protocol Passing Between The Aircraft And The Remote Controller (Demodulation). Positioning Must Be Possible With One Sensor. The Acquisition Is Not A System Based On Radar Observation. The Police Board Will Enter Into A Right-Of-Use Leasing Agreement With The Bidder Who Won The Tender. The Agreement Is Valid For Five (5) Years From The Date Of Signature And Covers The Rental Of The Products And Their Maintenance For 3 To 5 Years. The Non-Binding Estimate Of The Procurement Quantities Is Between 1 And 30 Uas Observation Systems During The Contract Period. Procurement Quantity Estimates Can Be Specified In The Final Request For Tenders Of The Procurement Procedure. The World Trade Organization (Wto) Government Procurement Agreement, Or Gpa, Does Not Apply To The Procurement. This Is A Procurement Participation Request (Participation Phase).
