Tenders Are Invited For Organizing And Conducting An Educational And Vocational Camp For 40 Students Of Vocational Schools As Part Of The Project Regional Support For The Development Of Vocational Education

1. The Subject Of The Order Is To Organize And Conduct A Camp For Up To 40 Vocational School Students As Part Of The Regional Support For The Development Of Vocational Education Project Co-Financed By The European Union Under The European Funds For Pomerania 2021-2027 Program.2. The Description Of The Subject Of The Order Is Specified In Annex No. 1 To The Swz And In The Contract Template, Which Constitutes Annex No. 2 To The Swz.3. The Ordering Party Does Not Reserve The Right To Apply For The Order Only By Contractors Referred To In Art. 94 Of The Pzp.4 Act. Subcontracting:1) The Contractor May Entrust The Performance Of Part Of The Order To A Subcontractor(S); In Connection With The Execution Of The Order, The Ordering Party Does Not Reserve The Obligation To Personally Perform Key Tasks Of The Order, 2) The Ordering Party Requires That In The Event Of Entrusting Part Of The Order To Subcontractors, The Contractor Should Indicate In The Offer The Parts Of The Order Whose Performance He Intends To Entrust To Subcontractors And Provide (If They Are Already Known) The Names Of These Subcontractors, Entrusting The Performance Of Part Of The Order To Subcontractors Does Not Release The Contractor From Responsibility For The Proper Performance Of The Order,3) The Contractor May Change Subcontractors During The Term Of The Agreement To The Extent Indicated In The Offer - Such A Change May Not Affect The Implementation Of The Agreement,4) If The Change Or The Resignation From The Subcontractor Concerns The Entity Whose Resources The Contractor Relied On In Accordance With Art. 118 Section 1 Of The Ppl, In Order To Demonstrate Compliance With The Conditions For Participation In The Procedure, The Contractor Is Obliged To Demonstrate To The Ordering Party That The Proposed Other Subcontractor Or The Contractor On Its Own Meets Them To An Extent No Less Than The Subcontractor Whose Resources It Referred To During The Contract Award Procedure, 5) In The Absence Of Payments To Subcontractors. The Ordering Party Reserves The Right To Withhold Payment To The Contractor Until He Settles His Financial Obligations.5. The Ordering Party Does Not Allow The Possibility Of Submitting A Variant Offer Referred To In Art. 92 Of The Public Procurement Law, I.E. An Offer Providing For A Different Method Of Contract Performance Than That Specified In This Swz.6. The Ordering Party Does Not Envisage Concluding A Framework Agreement And Establishing A Dynamic Purchasing System And Does Not Envisage Selecting The Most Advantageous Offer Using An Electronic Auction. 7. The Ordering Party Does Not Envisage Awarding Orders Pursuant To Art. 214 Section 1 Point 7 Of The Public Procurement Law 8. The Ordering Party Does Not Allow Submitting An Offer In The Form Of Electronic Catalogs Or Attaching Electronic Catalogs To The Offer In The Situation Specified In Art. 93 Of The Pzp.9 Act. The Ordering Party Does Not Provide For Settlement In Foreign Currencies. The Order Is Settled In Pln.10. The Ordering Party Does Not Provide For Reimbursement Of The Costs Of Participation In The Procedure. 11. The Ordering Party Does Not Provide For Advance Payments For The Execution Of The Order.12. The Ordering Party Does Not Require The Contractor To Take Part In An On-Site Visit/Check The Documents Necessary To Complete The Order.13. Due To The Nature Of The Order, The Ordering Party Does Not Require The Contractor Or Subcontractor To Employ, On The Basis Of An Employment Relationship, Persons Performing Activities During The Execution Of The Order Referred To In Art. 95 Of The Act Pzp.14. The Ordering Party Does Not Allow The Submission Of Partial Offers (The Order Has Not Been Divided Into Parts). The Ordering Party Did Not Divide The Order Into Parts Due To The Nature Of The Subject Of The Order, The Need To Coordinate The Activities Of Various Contractors Implementing Individual Parts Of The Order Could Seriously Jeopardize The Proper Execution Of The Order, The Ordering Party Must Guarantee The Safety Of Camp Participants And A High Standard Of The Service Provided. Additionally, The Lack Of Division Does Not Violate The Principle Of Competition By Limiting The Ability Of Smaller Entities To Apply For The Order And They Are Able To Properly Perform The Order In Its Entirety.15. The Ordering Party Requires That The Contractor Be Entered In The Central Register Of Tour Operators And Entrepreneurs Facilitating The Purchase Of Linked Tourist Services And Thus Meet The Requirements Of The Act Of November 24, 2017 On Tourist Events And Linked Tourist Services. 16. The Contractor Will Provide Appropriate Staff Necessary To Perform The Subject Of The Order, In Compliance With The Rules Arising From § 4 Point 1 And § 5 Point 3 Of The Regulation Of The Minister Of National Education Of March 30, 2016 On Recreation For Children And Youth, Hereinafter Referred To As The Regulation , However: A) The Camp Manager Must Have Completed The Recreation Manager Course Referred To In The Regulation; B) Educators (Two People) Must Have Completed The Recreation Educator Course Referred To In The Regulation; C) A Person Conducting Classes In The Field Of Career Counseling Referred To In Point 2 Camp Program And Issues To Be Discussed, Point 1), Letter A) Must Meet The Requirements Specified In The Act Of April 20, 2004 On Employment Promotion And Labor Market Institutions D) Psychologist Conducting The Classes Referred To In Point 2 Camp Program And Issues To Be Discussed, Section 1) Letter B) Must Have The Qualifications Specified In The Act Of June 8, 2001 On The Profession Of Psychologist And Professional Self-Government Of Psychologists And At Least 2 Years Of Professional Experience In A Pedagogical Institution (Psychological And Pedagogical Counseling Center, School, Educational And Educational Center). E) A Person Conducting Recreational And Sports Activities Referred To In Point 2 Camp Program And Issues To Be Discussed, Subsection 2) Must Have Professional Qualifications Specified In The Regulation Of The Minister Of National Education Of August 1, 2017 On Detailed Qualifications Required From Teachers.17. Pursuant To Art. 359 Point 2 Of The Public Procurement Law, When Awarding Contracts For Social Services, The Provisions Of The Act Applicable To Classic Contracts With A Value Lower Than The Eu Thresholds Shall Apply - If The Value Of The Contract Expressed In Pln Is Less Than The Equivalent Of Eur 750,000, But Not Less Than The Equivalent Of Pln 130,000. .
