The Department Of Urban Environment Of The City Of Helsinki (Hereinafter Procurement Unit) Requests Applications For Participation In The Dynamic Procurement System (Dps) To Be Established For The Procurement Of Digital Twin Platforms. The Procurement Unit Uses The Services Of Digital Twins To Enhance Official Activities And Influence The Citizens Of The City. Digital Twin Platforms Are Used In Use Case-Specific Experiments And Production Solutions For The Agile Development Of Urban Environments. The Platforms Are Supposed To Be Able To Combine And Visualize Information From Different Sources, Such As E.G. City ​​Data Model Data, Data Models Of Buildings And Infrastructure, Point Cloud Data And Basic Data Of The Built Environment. The Goal Is To Utilize The Best Platforms And Resources In The Field In Creating Services. The Services Of Digital Twins Are Developed For Internal Use In The Urban Environment For Stakeholders, Official Use And City Residents. Some Of The Services Will Probably Contain Confidential Official Information And They Will Only Be Accessible By The Authorities, Which Should Be Taken Into Account In Their Implementation. With This Procurement Announcement, A Dynamic Procurement System Is Established. The Dynamic Procurement System Is Two-Stage. In The First Step, Service Providers Apply To The Procurement System By Submitting A Participation Application. All Candidates Who Meet The Suitability Requirements Are Accepted Into The Dynamic Procurement System. In The Second Stage, The Procurement Unit Makes Purchases As Internal Tenders Of The Dynamic Procurement System To Be Established And, Based On The Internal Tender, Selects The Platform Solution Best Suited To Each Use Case/Use Cases. Acceptance To The Dynamic Procurement System Does Not Bind The Candidate. The Candidate Can Choose Which Competitions Organized Within The System They Participate In. Applications For Participation In The Dynamic Procurement System Can Be Submitted Throughout Its Duration. The Dynamic Procurement System Is Valid For Eight (8) Years.
