Tenders are invited for Paving of Sanniquellie to Loguatuo Road The Republic of Liberia has received financing from the African Development Bank (AfDB), European Union (EU) and the European Investment Bank (EIB) toward the cost of the Mano River Union (MRU) Road Development and Transport Facilitation Programme Phase II: Paving of Fishtown to Kelipo (20km) & Lot 2: Paving of Sanniquellie to Loguatuo (47.1km). The Government intends to apply part of the approved amount of this financing to payments under the contract for Consultancy for the recruitment of an Environmental Officer/Consultant. The main objective of the assignment to be performed by the Environmental/Social Safeguards Expert (who will be working closely with the Social Safeguards Specialist) is to provide E&S monitoring and reporting of the project/s E&S issues; and to provide technical assistance/support and training of PIUs Environmental Officer in effectively and efficiently managing the project by supporting the coordination and implementation of project environmental and safeguards activities of the project, especially ensuring environmental and social sustainability (safeguards) due diligence are maintained throughout the life of the project. The assignment will require diligence in ensuring efficiency and effectiveness through the application of speed, accuracy, and quality in addressing environmental (and social) issues and concerns during implementation of the project(s), including monitoring, and reporting obligations. As a member of the PIU, the ES Specialist will be expected to provide implementation support to other donor and Government of Liberia/MPW funded projects. The assignment will initially be for a period of 1 year and may be extended subject to satisfactory performance and project needs and will be subject to periodic/annual review. The expert shall be engaged on full time contractual basis for project financed by the AfDB and other donor partners.
