Strengthening Public Resource Management, Private Sector Development, And Finance Sector Performance - External Assessment Of The Development Bank Of Mongolia Approval Date: 09-Dec-2021 Estimated Commencement Date: 300,000 Usd Engagement Period: 6 Month Objective And Purpose Of The Assignment The Development Bank Of Mongolia (Dbm), Ministry Of Finance (Mof), And The Asian Development Bank (Adb) Agreed To The Preparation Of (I) An Independent Performance Assessment Of The Institution; And (Ii) Based On The Outcome Of The Assessment, A Time-Bound Action Plan Of Reform Measures. Ultimately, The Objective Of The Exercise Is To Identify A Relevant Strategic And Operational Value Proposition For The Dbm Going Forward. To This End, Adb Will Recruit A Consulting Firm (Consultant). The Consultant Will Be Selected Based On A Single-Stage Proposal Following The Simplified Consultants Qualifications Selection Method And Engaged Under An Output-Based Contract. Adb Will Share The Received Technical Proposals With Mof And Will Invite Mof To Join The Contract Negotiations With The First-Ranked Consulting Firm As Observers. Throughout The Assignment, The Consultant Will Hold Extensive And Intensive Consultations (Face-To- Face And Virtual) With Mof, Dbm, Adb, And Other Stakeholders To Ensure Timely And Quality Completion Of The Activities.
