Expression of Interest are invited for Conduct an Interim Evaluation Undertake a comprehensive review of relevant project documents and inception meetings with project team Draft an inception report for the evaluation. Conduct interviews with project stakeholders. Prepare the final report, expected to be 20-30 pages in length (excluding annexes) and including an executive summary. Given the formative learning focus of the evaluation, the following issues could be explored as part of the assignment: Strategies for collaborating with stakeholders and authorities to ensure desired outcomes are achieved. Advantages of investing in locally-led approaches to achieve enhanced outcomes. Opportunities for enhancing support to reinforce the linkage between achieved local-level results and intended national-level and institutional outcomes. Remote evaluation methods are permitted. Your skills and experience At least a Masters degree or equivalent post-graduate degree in a field of relevance for the assignment (e.g., conflict resolution, M&E of international development, human rights, political sciences, or public administration and social science fields) Proven track record in evaluating programmes/projects related to conflict resolution, peacebuilding, human rights, or similar fields. Proficiency in qualitative and quantitative data collection and analysis methods, with a particular emphasis on capturing nuanced aspects of rights-based programming. Capacity to provide actionable recommendations for programme improvement based on evaluation findings, with a focus on promoting rights-based approaches. Experience in in-depth interviews and participatory information collection techniques. Adherence to ethical standards and do no harm principle, including respect for confidentiality, impartiality, and cultural sensitivity throughout the evaluation process. Excellent command of English. Ability to work well under deadlines and meticulous attention to detail. The initiative, funded by the Government of The Netherlands, spans three years and entails an approximate budget of 5 million, supporting initiatives in conflict-affected countries, such as Syria and Yemen. Focusing on the role of justice, rights, and reconciliation in peacemaking, the programme seeks to identify the key rights-based issues that require immediate attention in conflict contexts and the ways in which they can be addressed to enhance the prospects of peace.
