Supply & Delivery Of Diesel Exhaust Fluid - Nb . This Procurement Is Subject To The Provisions Of The Canadian Free Trade Agreement And The Canada-European Union Comprehensive Economic And Trade Agreement. Where Permissible Under The Applicable Trade Agreements And The Regulation Under The Procurement Act, Service New Brunswick Reserves The Right To Give Preferential Treatment To A Prospective Supplier From New Brunswick. Should This Right Be Exercised, The Following Order Of Priority Will Apply: A) Firstly, New Brunswick Manufacturers If The Goods To Be Procured Are Manufactured In New Brunswick; And B) Secondly, New Brunswick Vendors. When Bid Submissions Are Evaluated On Price: - Applicability Of The Preferences Will Be Determined Based On The Price Differential Between The Lowest-Priced Acceptable Bid And The Bid Receiving The Preferential Treatment. - The Price Differential Under Which A Nb Supplier Preference May Be Applied Will Vary Between 2.5% And 10% Depending On The Total Estimated Value Of The Procurement, In Accordance With The Ranges Set Out In The Regulation Under The Procurement Act. - The Preferential Treatment Will Be Applied By Making The Award To The Nb Supplier. When Bid Submissions Are Evaluated On A Point System: - Applicability Of The Preferences Will Be Determined Based On The Price Differential Between The Pricing Component Of The Highest Scoring Acceptable Bid Submission And The Pricing Component Of The Bid(S) Receiving The Preferential Treatment. - The Price Differential Under Which A Nb Supplier Preference May Be Applied Will Vary Between 2.5% And 10% Depending On The Total Estimated Value Of The Procurement, In Accordance With The Ranges Set Out In The Regulation Under The Procurement Act. - The Preferential Treatment Will Be Applied By Allotting A Maximum Of An Additional 5% Of The Total Possible Points To New Brunswick Manufacturers Total Scores And 4% To Nb Vendors Total Scores. If No Bid From A New Brunswick Manufacturer Has Been Retained For Preferential Treatment, New Brunswick Vendors May Receive A Maximum Of An Additional 5% Of The Total Possible Points Rather Than 4%. The Decision To Apply A Preference Will Be At The Sole Discretion Of Service New Brunswick. To Be Eligible, Suppliers Must Meet The Definition Of Nb Supplier As Identified By The Regulation Under The Procurement Act. Nb Manufacturers Should Indicate In Their Bid That They Are A Nb Manufacturer To Be Considered For The Nb Manufacturer Preference. Chemicals And Chemical Products Scope This Invitation To Tender Consists Of The Supply And Delivery Of Diesel Exhaust Fluid For Industrial Applications As Per The Specifications Attached To This Document. The Estimated Quantity Contract(S) Resulting From This Tender Will Commence On July 1, 2024 Through June 30, 2025 With The Option To Renew For One (1) Additional One-Year Term (July 1, 2025 Through June 30, 2026). Bid Evaluation Vendors Are Requested To Provide Their Landed Cost And Desired Gross Margin For The Three (3) Formats Of Diesel Exhaust Fluid (Items 1, 2, And 3). During The Bid Evaluation Process, Dti Will Calculate The Vendor Price Using The Following Formula: [ Landed Cost ($)] X [ 1 + [ Gross Margin (%)] = Price Per Container The Resulting Vendor Price Per Container For Items 1, 2, And 3 Will Be Used For Bidding Evaluation And Award Purposes Only As Per The Contract Award Criteria Below. Gnb Acknowledges Landed Cost Prices Are Subject To Change Based On The Ongoing Variations Of Vendors Landed Cost. The Vendors Proposed Gross Margin Will Become Part Of The Estimated Quantity Contract And Must Be Held Firm For The Duration Of The Contract Period. Contract Award Criteria The Province Intends To Award A Contract(S) To The Vendor(S) With The Lowest Price Per Container Of Items 1, 2, And 3 - Calculated In Accordance With The Aforementioned Formula. More Than One Supplier May Be Awarded A Partial Contract Depending On The Competitive Nature Of The Bid. Specifications Product Must Be American Petroleum Institute (Api) Certified And Meet The International Organization For Standardization Iso 22241 Specifications. Product Must Be Stored In Stainless Steel, High-Density Polyethylene, Or Polypropylene Containers As Per Iso-22241 Standards. Additional Specifications Are Attached To This Invitation To Tender.
