The starting point for this project is to replicate, revise for survey thrift and update various categories in the 2017 ENZ student expenditure survey that was done by m.e Consulting and NRB in 2017. The 2017 survey is attached along with the EOI Response Form we request you use. ENZ does not wish to procure a CATI but may consider a diary component. The sample for the project will be international students currently resident in NZ, and will be drawn by INZ in August 2024, which means the survey will have to be administered in August/September. The INZ sample maybe supplemented by a cohort of students from the 2023 and 2024 Student Experience surveys who have indicated their willingness to participate in follow-up surveys. The work will include revising the design of the survey, its programming into Qualtrics, survey administration including liaison with Immigration NZ about the sample and promoting privacy, preparation of a data dictionary, assisting with the analysis of the results, assisting with report writing and potentially the development of Tableau dashboards. We invite expressions of interest from expert survey providers who can provide advice and support in the design and delivery of the survey. The successful provider will ideally have some prior experience in the design and delivery of similar surveys. Please complete the attached EOI response form. Following consideration of the responses ENZ will either: issue a competitive Consultancy Services Order in late April for the supply of the service to a short list of interested providers or issue in late April an RFP advertised on the Government Electronic Tenders Service (GETS) for delivery of the services.
