The Subject Of This Order Covers Consulting Services For The Analysis And Preparation Of A Project Proposal With The Subject: Development And Implementation Of Iais Martass, As Well As Preparation Of Documentation Under The Ppa And Assistance To The Contracting Authority In The Selection Of An Offer For The Implementation Of The Project. The Latter Will Apply For Funding Under Priority 3 - Improving Intermodality, Innovation, Modernized Traffic Management Systems, Improving Transport Security And Safety Under The Transport Connectivity Program 2021-2027. The Subject Of The Order Includes The Following Stages And Activities, Namely: Stage 1 - Carrying Out A Pre-Project Study For The Project Development And Implementation Of Iais Martass, Including: Activity 1 - Analysis And Assessment Of The Existing Situation - Collection, Analysis And Assessment Of Data With Legal, Administrative, Technical, Ecological And Economic Nature. Carrying Out Feasibility Studies, Including Analysis Of Options And Results; Activity 2- Preparation Of A Concept For The Development And Implementation Of An Information System For The Safety And Sustainability Of Maritime Transport; Activity 3 - Preparation Of A Technical Specification In Accordance With The Requirements Of Art. 58A And Art. 58B Of The Law On Electronic Government And The Ordinance On The General Requirements For Information Systems, Registers And Electronic Administrative Services Stage 2 - Preparation Of Necessary Documents For Application With A Project: Development And Implementation Of Iais Martass Under Priority 3 Of The Transport Connectivity Program 2021 -2027 And Inclusive Budget, Incl. Cost Benefit Analysis And Project Implementation Schedule, As Well As An Application Form With All Attachments To It, Including: Activity 4 - Preparation Of A Budget, Incl. Cost-Benefit Analysis And Project Implementation Schedule, As Well As An Application Form For Funding Under Priority 3 Of The Transport Connectivity Program 2021-2027. Stage 3 - Preparation Of Documentation For Conducting The Open Procedure For Selecting A Public Procurement Contractor With Subject: Development And Implementation Of Iais Martass, According To The Requirements Of Zop And Ppzop. Stage 4 - Assisting The Ia Maritime Administration In The Awarding Of The Public Contract With The Subject: Development And Implementation Of The Iais Martass, By Means Of Operational, Administrative - Legal, Technical Support For The Period From The Announcement Of The Administrative Procedure For Awarding The Contract To The Acceptance Of The Work Of The Evaluation Committee By The Contracting Authority With Approval Of The Report Under Art. 106 Of The Civil Code.
