Background And Purpose Of The Information Request Pääkaupunkiseudun Junakalusto Oy (Hereafter Junakalustoyhtiö) Was Established To Acquire, Own And Maintain The Train Equipment Needed For Traffic In The Helsinki Region, I.E. Traffic In The Hsl Area. The Rolling Stock Company Also Arranges Financing And Depot Facilities For The Rolling Stock. The Rolling Stock Company Will Tender Accounting Office Services During The Spring Of 2024 In Accordance With The Procedure Presented Below. The Railway Rolling Stock Company Is Now Gathering Information About Market Players And The Solution They Offer, And For This Purpose Publishes A Request For Information And A Preliminary Request For Tenders (Hereinafter Referred To As A Request For Tenders). The Publication Of The Request For Information Does Not Oblige The Railway Company To Carry Out The Actual Procurement. Suppliers Will Not Be Compensated For Responding To A Request For Information Or For Providing A Preliminary Offer. Object Of Procurement The Object Of Procurement Is The Accounting Office Services Of The Railway Rolling Stock Company, Including: - Financial Administration Expert And Deputy Services - Accounting - Payroll - Financial Administration Software Services (Procountor) Basic Information Related To The Rolling Stock Companys Financial Management Is Presented In The Basic Information Form Attached To The Request For Information (Appendix 1). Request For Information / Preliminary Offer The Rolling Stock Company Requests Suppliers Interested In The Acquisition To Respond To The Request For Information And To Submit A Preliminary Offer As Described Below In The Request For Information. The Preliminary Offer Must Be Submitted In The Tender Service Portal No Later Than 16 April 2024 At 12:00 In Accordance With The Instructions Given. The Link To The Tender Service Can Be Found On The Participation Tab. Procurement Procedure The Estimated Annual Value Of The Accounting Office Services Of The Rolling Stock Company Is Approximately 20,000 - 30,000 Euros (Vat 0%). The Estimated Value Of The Procurement Thus Falls Below The Law On Acquisitions And Concession Agreements For Entities Operating In The Fields Of Water And Energy Supply, Transport And Postal Services (Hereinafter The Act On Procurement Of Special Sectors ) According To The Threshold Value For Service Procurement. The Procurement Act Therefore Does Not Apply To The Procurement. The Railway Rolling Stock Company Tenders The Procurement Using The Following Procedure: 1) With This Request For Information, The Rolling Stock Company Asks Operators Interested In The Procurement To Provide A Preliminary Offer For The Services To Be Procured2) The Rolling Stock Company Selects The Most Potential Suppliers Based On The Preliminary Bids For Further Negotiations Regarding The Procurement3) The Rolling Stock Company Selects The Service Provider Based On Further Negotiations And Final Offers The Rolling Stock Company Can Also, At Its Discretion, Select A Supplier For Further Negotiations Who Has Not Given A Preliminary Offer Based On The Request For Information, If It Is Appropriate In The Opinion Of The Rolling Stock Company.
