1. The Subject Of The Order Is A Service Consisting In Research Commissioned By The Ordering Party Of Public Opinion In 8 Central European Countries: Poland, Lithuania, Latvia, Estonia, Slovakia, Czech Republic, Hungary And Slovenia, Based On A Research Questionnaire Provided By The Ordering Party Based On Thirty Research Attributes. 2. The Survey Must Be Conducted On A Group Of Respondents Representative Of The Population Of A Given Country Using The Cawi Method, Taking Into Account Both The Declarative Opinions And The Selected Measure Of The Respondents Reaction Time Compared To Them, Allowing To Indicate The Level Of Emotional Confidence Of A Given Respondent In Relation To The Opinions He Or She Declared In Response. To The Question Asked. 3. The Ordering Party Requires The Contractor To Take Into Account The Following Socio-Demographic Characteristics Of The Test Group: Gender, Age, Education, Profession, Monthly Income, Place Of Residence, Religion, Electoral Activity.4. The Number Of Questions (Research Attributes) Will Not Exceed Thirty. Questions Must Be Asked In The Official Language Of The Country.5. In Addition To The Report, The Contractor Will Provide The Ordering Party With A Database Of Results In The Form Of An Xls Or Csv File. The Results In The Form Of A Database Will Also Include Results Broken Down Into Established Subgroups.6. No Division Into Parts: The Ordering Party Does Not Divide The Order Into Parts And Therefore Does Not Allow The Submission Of Partial Offers. Offers That Do Not Include The Full Scope Of The Subject Matter Of The Contract Will Be Rejected. Reasons For Not Dividing The Contract Into Partsthe Subject Of The Contract Is Not Divided Into Parts Because, For Technical, Organizational And Economic Reasons, It Constitutes An Inseparable Whole. The Subject Of The Order Is To Conduct Public Opinion Research In 12 Countries. The Study Itself And The Analysis Of Its Results Constitute An Indivisible Whole That Must Be Performed By One Contractor. Splitting The Order Into Parts Seriously Threatens The Proper Performance Of The Task Due To, Among Others: The Following Factors: - The Survey Must Be Carried Out Using Uniform And Consistent Research Methods, - Handing Over One Substantive Part Of The Task For Further Work To Another Contractor Carries The Risk Of Incorrect Interpretation Of The Transferred Data And Information, Which In Turn May Lead To Drawing Incorrect Conclusions In The Final Report, - Delays Of One Contractor Will Affect The Timely Completion Of The Task By The Other Contractor. Taking Into Account The Above, It Should Be Stated That The Subject Of The Order Constitutes One And Indivisible Whole. Therefore, It Is Not Possible To Separate Specific Types Of Databases In Order To Divide The Subject Of The Contract. The Decision Not To Divide The Contract Into Lots Is Economically Justified. Additionally, There Is No Risk Of Violating The Principle Of Fair Competition. Any Contractor Who Meets The Conditions For Participation In The Procedure May Submit An Offer. The Subject Of The Order Is Standardized And Identical For Each Contractor. Moreover, Dividing The Order Could Cause Excessive Technical Difficulties And Increase The Costs Of Task Implementation Due To The Costs Being Charged Separately By Each Contractor. The Lack Of Division Into Parts Of The Proceedings In Question Does Not Limit The Participation Of The Small And Medium-Sized Enterprises Sector.
