1. The Subject Of The Order Is The Execution Of Surface Consolidation Of The Surface As Part Of The Task Entitled: Current Maintenance Of Roads With Ground Surfaces In Places Requiring Repair, Including: 1) Execution Of Double Surface Consolidation Of The Surface In Ul. Odlewnicza With A Section Length Of 255 Meters; 2) Double Surface Consolidation Of The Pavement In Ul. Ziemiaczana With A Section Length Of 565 Meters;2. Technological Requirements For The Execution Of Construction Works:1) Mechanical Cleaning Of The Unimproved Road Surface - In Accordance With St D-04.01.01;2) Mechanical Profiling And Compaction Of The Subgrade For The Construction Layers Of The Pavement - In Accordance With St D-04.01.01 Point 5.4;3) Leveling The Existing Subgrade With Graded Crushed Stone With Mechanical Compaction - Average Layer Thickness After Compaction Up To 10 Cm - Leveling Of Potholes With Reclaimed Asphalt - In Accordance With St D-05.02.01;4) Surface Consolidation Of Road Surfaces With Asphalt Emulsion And Stone Grit - Bottom Layer - In Accordance With St D- 05/03/08;5) Surface Treatment Of Road Surfaces With Asphalt Emulsion And Stone Grit - Upper Layer - In Accordance With St D-05.03.08;6) Vertical Adjustment Of Wells For Water And Gas Valves And Sewer Manholes - In Accordance With St D-03.02.01.3. The Subject Of The Order Is Described In Detail In Annex No. 1 To The Swz - Documentation For The Implementation Of The Order.4. The Ordering Party Indicates That It Divided The Contract Into Parts By Awarding The Contract Current Maintenance Of Roads With Dirt Surfaces In Places Requiring Repair In Two Separate Procedures. The Order Awarded In This Procedure Constitutes One Of Two Parts Of The Order. The Ordering Party, After Analyzing The Scope And Size Of The Order, As Well As The Contractors Who Participated In This Type Of Orders, Came To The Conclusion That Such Orders Are Usually Submitted By Small And Medium-Sized Enterprises. In Such A Situation, Further Division Of The Contract Into Parts Is Pointless Because: - It Will Not Impede Fair Competition By Reducing The Chances Of Small And Medium-Sized Enterprises To Participate In The Proceedings In Question, - It Would Increase The Costs Of Contract Execution, Resulting In The Risk Of Excessive Costs Of The Entire Contract. When Dividing The Order Into Subsequent Parts, Each Contractor Would Have To Assume Indirect Construction Costs, I.E. Costs Related To: Mobilization Of Equipment, Construction Facilities, Management. In The Event Of Concluding An Agreement With One Contractor Of The Above-Mentioned Costs Are Spread Over The Entire Order And Therefore May Be Lower Than When They Concern Individual Parts Of The Order Carried Out By Different Contractors. Taking Into Account The Above, The Ordering Partys Actions Will Not Impede Fair Competition In The Participation Of Small And Medium-Sized Enterprises In The Proceedings.5. By Performing The Subject Of The Order In Accordance With The Technical Specifications For The Execution And Acceptance Of Construction Works, The Contractor May Not Cause A Deterioration In The Accessibility Of The Renovated Road Surfaces For Their Users, In Particular For Disabled People. 6. Type Of Order: Construction Work.7. Cpv Codes:1) Main Cpv Code:- 45233252-0: Street Paving Works;2) Additional Cpv Codes:- 45233142-6: Road Repair Works.8. In Each Case When The Description Of The Subject Of The Contract Refers To The Standards, Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Section 1 Point 2 And Section 3 Of The Public Procurement Law, The Ordering Party Allows Solutions Equivalent To Those Described, And Such A Reference Is Accompanied By The Words Or Equivalent.9. Other Information Regarding Equivalent Solutions Is Described In Chapter 5 Of Swz.10. The Ordering Party Does Not Reserve The Obligation For The Contractor To Personally Perform Key Tasks, In The Manner Specified In Art. 121 Of The Public Procurement Law. 17. The Contractor May Entrust The Execution Of Part Of The Order To A Subcontractor. The Ordering Party Requests That The Contractor Indicate In The Offer The Parts (Scopes) Of The Order The Performance Of Which He Intends To Entrust To Subcontractors, And That The Contractor Provide The Names Of Any Subcontractors, If They Are Already Known. For This Purpose, The Contractor Should Provide Appropriate Information In The Offer Form, Which Constitutes Annex No. 2 To The Swz. If The Contractor Does Not Intend To Perform The Order With The Participation Of Subcontractors, Please Enter Not Applicable Or Other Similar Wording In The Appropriate Place In The Offer Form Table.18. Entrusting The Performance Of Part Of The Order To Subcontractors Does Not Release The Contractor From Responsibility For The Proper Performance Of The Order.19. In These Proceedings, The Ordering Party Does Not Allow The Submission Of Partial Offers.
