Tenders Are Invited For Preparation Of The Sustainable Urban Mobility Plan For The Krasnystaw Urban Functional Area

Work Detail

The Subject Of The Order Is The Preparation Of A Document Entitled: Sustainable Urban Mobility Plan For The Krasnystaw Urban Functional Area, Including A Strategic Environmental Impact Assessment. Substantive Rules For The Implementation Of The Order: 1) The Basic Purpose Of The Order Is To Prepare A Sustainable Urban Mobility Plan (Sump), Which Will Be Consistent With The Current State Of Knowledge And Legal Requirements And Tailored To The Individual Needs And Conditions Of The Krasnystaw Urban Functional Area. 2) The Plan Should Strive To Reduce The Negative The Impact Of Transport On The Environment, Climate And People, By Increasing The Share Of Environmentally Friendly Means Of Transport (Public Transport, Bicycles, Walking) And Reducing The Demand For Transport. Any Proposed Actions Should Be Assessed In Terms Of Their Impact On The Environment, Climate And People, As Well As The Potential To Induce Additional Road Traffic. The Sump Should Comprehensively Cover All Forms Of Movement And The Interactions Between Transport And Land Use. The Plan Should Comprehensively Take Into Account Infrastructure, Organizational And Operational Issues, Building A Comprehensive Logic Of Changes - And Not Only Planning Infrastructure Development.3) The Plan Should Include Clear Strategic Goals In The Perspective Of 12 Years - Specific To The Krasnystaw Urban Functional Area, But At The Same Time Consistent With Goals Of The Eu And National Sustainable Mobility Policy, Climate Policy, Urban Policy, Horizontal Policies And Others.4) The Plan Should Operationalize The Goals In The Perspective Until 2036, Translating Them Into A Specific Logic Of Change - I.E. A Comprehensive And Optimal Set Of Actions To Implement A Given Purpose, Combining Infrastructure, Organizational And Legal Issues, Also Indicating The Approximate Costs Of Implementing The Activities, As Well As The Necessary Changes To The Provisions In Other Strategic Documents. This Logic Should Constitute The Basis For The Subsequent Identification And Development Of Investment Projects - Financed From Various Sources - Own Funds, Eu And National Grants, Debt, Etc. 5) The Plan Should Indicate The Scope And Areas Of Model Activities. 6) The Plan Should Include A System For Monitoring Products And Impacts With An Indication Of The Initial, Target And Set Values Of Indicators Until 2036. The Monitoring System Should Be Integrated With The Previously Set Goals.7) The Goals Should Be Prepared Based On The Smart Method, I.E. They Should Be Measurable, Specific, Realistic, Relevant And Timely; Measures Should Operationalize The Goals, And Indicators Should Monitor Their Actual Implementation.8) The Plan Should Take Into Account Universal Design Issues Taking Into Account All Target Groups, Including The Perspective Of People With Various Types Of Disabilities.9) The Plan Should Take Into Account The Specificity Of All Local Governments Covered By The Krasnystaw Mof Area.10) The Plan Should Be Written Concisely, Divided Into Chapters And Paragraphs, Along With Their Synthetic Summaries, And Have An Attractive Visual Form, Making The Plan Accessible To Residents Of The Area Interested In Sustainable Mobility.11) The Sump Should Be Prepared Taking Into Account The Analytical Process, In Which The Recommendations Are Supported By Appropriate Arguments Resulting From: A) Expert Knowledge, Including Analyzes Of Relevant Statistical Data And Good Practices; B) Ongoing Cooperation With The City Of Krasnystaw And Its Financial Capabilities And Strategic Plans; C) Public Consultations With Key Stakeholders At Each Stage Of The Implementation Process And Research (Qualitative And Quantitative) Using Appropriate Research Methods On Representative Samples Of Typical Users Or Targeted Samples (E.G. People Using Cars And Public Transport Alternately, People With Disabilities, Etc.); D) Analysis Of The Efficiency And Effectiveness Of Individual Activities, Including Forecasting The Number Of Users, If Such An Analysis Is Possible To Perform Within The Methodology Indicated By The Ordering Party Or Proposed By The Contractor. 12) The Ordering Partys Products Include: Methodological Report - Presented Within 21 Days From The Date Of Signing The Contract. The Methodological Report Should Contain A Detailed Description Of The Sump Preparation Process. In Particular, The Methodological Report Should Contain A Detailed Schedule Of Activities At Individual Stages Of The Project, Indication Of Their Products And Responsible Persons, As Well As Identification Of Specific Stakeholders (People And Institutions) Along With A Description Of Their Planned Participation In The Sump Preparation Process. After The Acceptance Of The Methodological Report By The Ordering Party, It Is Binding On The Contractor, And Deviations From The Methodological Report Require The Consent Of The Ordering Party. Diagnostic And Strategic Report - Presented Within 3 Months From The Date Of Signing The Contract + Intermediate Reports. Analytical Products Should Be Delivered As Part Of The Diagnostic And Strategic Report, Achieved Milestones And Established Vision, Strategic And Detailed Sump Goals And Indicators To Be Achieved, And Steps 2-6 Of The Sump Cycle Completed. The Diagnostic And Strategic Report Should Include An Analysis Of The Current State, Including An Inventory Of Strategic Documents, An Analysis Of Barriers And Motivators For The Actions Of Main Stakeholders. The Report The Diagnostic-Strategic Report Should Summarize The Analytical Products In The Form Of A Swot Analysis And, On This Basis, Include An Overview Of Previously Established Strategic Areas And Goals, Supplementing, Modifying, Specifying And Deepening Them If Necessary, If This Results From The Analyzes Performed. The Diagnostic-Strategic Report Should Also Delve Into Review Of The Actual Implementation Of Previous Documents Regarding Broadly Understood Sustainable Mobility, Indicating Activities That Have Not Been Implemented And Effects That Have Not Been Achieved, And Explaining The Reasons For This State Of Affairs (Identification Of Financial, Institutional Barriers, Etc.) Or Indicating The Method Of Examining These Causes. Intermediate Reports - Between The Moment Of Acceptance Of The Methodological Report And The Moment Of Delivery Of The Sump Project, The Contractor Should Submit To The Ordering Party Intermediate Reports, Constituting A Concise Summary Of The Work Performed In A Given Period And Detailing The Methodology For The Next Period. The Draft Sustainable Urban Mobility Plan (Sump Project) Together With A Report On The Strategic Impact Forecast On Environment (Eia Report) Attached To The Sump Project And The Opinion Of The Competent Minister - Presented Within 6 Months From The Date Of Signing The Contract Along With The Strategic Environmental Impact Assessment And The Opinion Of The Ministry Of Infrastructure; + Intermediate Reports, But No Later Than October 1, 2024. The Draft Sustainable Urban Mobility Plan Is The Main Product Of The Order And Should Include Mainly Postulative Parts. The Extract From The Diagnosis Should Not Contain More Than 25% Of The Volume Of The Plan And Include Key Conclusions That Determine Subsequent Actions. Additionally, The Sump Project Should Initially Contain An Illustrated Max. A 4-Page Synthesis, Indicating Its Main Activities Along With The Justification And Benefits For Residents. In The Annexes, The Sump Should Contain Full Documentation Of The Analyzes And Research Performed, Including Those Based On Intermediate Reports, In A Layout Consistent With The Sump Cycle. The Report Should Be Consistent With The Act Of October 3, 2008 (Journal Of Laws Of 2023, Item 1094, As Amended) On The Provision Of Information On The Environment And Its Protection, Public Participation In Environmental Protection And Environmental Impact Assessments. The Report Should Be Implemented In Parallel To The Sump , In An Integrated Manner With The Sump Development Process, I.E. In Particular: A) The Sump Project And The Activities Included In It Should, In The Course Of Their Preparation, Be Assessed In Terms Of Their Impact On The Environment, Taking Into Account The Criteria Resulting From The Needs And Expectations Of Residents, Established As A Result Of Research And Verified As A Result Of The Eia;B) All Actions Considered Should Be Optimized In Terms Of Environmental Impact Assessment Before Selecting The Optimal One;C) As Part Of The Eia, The Monitoring System And Indicators Of The Sump Project Should Be Reviewed To Make Sure Whether It Takes Into Account The Environmental Aspect (While The Above Three Principles Should Also Be Respected In The Case Of Sump Exemption From Eia);D) Eia Consultations Should Include The Possibility Of Expressing Opinions Online, Using The Website Promoting A Given Sump;
