Work Detail

4.1. As Part Of The Modernization Of The Land And Building Register, Works Will Be Carried Out Aimed At: Obtaining Data On The Boundaries Of Cadastral Plots Together With Data On Border Points Meeting The Accuracy Requirements Specified In The Regulation On The Land And Building Register, Supplementing And Updating The Egib Database With Data On Buildings And Premises, Updating Of Land Uses In Built-Up And Urbanized Areas And Soil Classification Of Land Not Yet Covered By Classification, Re-Classification Of Land Of Changed Land Uses In Agricultural And Forest Areas. Detailed Scope Of Work: 1. Analysis Of Existing Resource Materials And Assessment Of Their Suitability In Terms Of The Possibility Of Using Them To Carry Out Modernization Works.2. Performing A Control Measurement (Gnss Technique Recommended) Of The Existing Points Of The Geodetic Control Network Used To Establish Land Records, And Then Re-Aligning It Using Data From Measurement Logs Located In The Pzgik. 3. Obtaining Data On The Boundaries Of Cadastral Plots And The Boundary Points Describing Them From Technical Reports Collected In The Pzgik: For Plots Whose Boundaries Were Confirmed In The Boundary Protocols Included In The Surveying Reports Accepted Into The Resource, The Location Of The Plot Boundaries And The Coordinates Of The Boundary Points Describing Them , Should Be Taken From These Studies, For Plots Whose Boundaries Were Developed In The Local System Or No Longer In Force, The Coordinates Of These Boundaries Should Be Converted To The Applicable Pl-2000 System, Determining The Values Of The Attributes Of The Boundary Points Obtained From The Pzgik Materials.4. Control And Consistency Of Geometric And Descriptive Data In The Land And Building Records Regarding Plots, Buildings And Land Uses Based On Data Obtained From Pzgik Materials.5. Preparation Of The List Of Technical Reports Used And Unsuitable For Use In The Descriptive And Cartographic Report Project, Constituting The Result Of The Analysis Of Materials.6. Preparation Of The Working Geometric Database Taking Into Account The Data Obtained As Part Of The Work Described In Points 1-5.7. The Works Specified In Points 1-6 Will Be Subject To Inspection And Acceptance By The Ordering Party As Stage I Of The Order.8. The Contractor Will Organize An Information Meeting For Owners And Owners Of Plots Located In The Area Covered By The Egib Modernization, In Order To Present The Basic Assumptions Of The Modernization And The Work Schedule. Interested Parties Should Be Informed About The Meeting By Announcing It On The Information Board At The Commune Office, By The Village Head And In A Manner Customary In A Given Area (E.G. Notice Boards). 9. The Course Of The Boundaries Of Plots For Which The Boundaries Have Not Been Established Confirmed In The Boundary Protocols Included In The Geodetic Reports Accepted Into The Resource, The Location Of The Boundaries Of The Plots And The Coordinates Of The Boundary Points Describing Them, Should Be Obtained On The Basis Of Geodetic Measurements Preceded By The Determination Of The Course Of These Boundaries In Accordance With The Principles Set Out In 32 And 33 Of The Regulation On The Registration Of Land And Buildings [2]. It Applies To Approximately 2,500 Cadastral Plots, I.E. Plots Apart From Forest Plots And Outside The Indicative Areas Indicated In The Graphic Annex.10. The Coordinates Of The Boundary Points Derived From The Measurement Should Be Accepted If, As A Result Of The Analysis In Accordance With Point Iv.1 And 3, These Data Will Allow The Reconstruction Of The Position Of The Boundaries With The Accuracy Appropriate For The Field Details Of Group I, Specified In The Regulations Issued On The Basis Of Art. 19 Section 1 Point 11 Of The Geodetic And Cartographic Law Act. Otherwise, And In Border Sections Where The Coordinates Come From Vectorization, The Location Of The Border Points Should Be Determined And Planned In The Field. Prepare A Report Of The Boundary Setting Activities Carried Out. 11. Completing The Materials And Information Collected In The Pzgik, Supplemented To The Necessary Extent With Field Geodetic Measurements And Activities Determining The Course Of Boundaries, In Order To Eliminate From The Cadastral Survey Plots With Heterogeneous Legal Status And To Reveal In Their Place New Cadastral Plots With Uniform Legal Status. Applies To Approximately 47 Cadastral Plots Currently Listed In Egib.12. Geodetic Field Measurement Of Buildings For Which There Is No Documentation In The Pzgik Containing A Numerical Description Of The Building Contours. Direct Measurement Should Also Cover Buildings That Have Been Rebuilt Or Expanded. Buildings That Are Not Subject To Disclosure In The Egib Database Should Be Reported In The Bdot500.13 Database. Obtaining Descriptive Cadastral Data Of Buildings And Premises Based On The Collected Architectural And Construction Documentation, And In The Absence Thereof, On The Basis Of Data From Pzgik And The Results Of Field Interviews.14. Comparison Of The Cadastral Map Kept By The Starosta With The Area In Terms Of Land Use.15. Geodetic Field Measurement Of Permanently Changed Land Uses And, In Justified Cases, Carrying Out A Soil Classification Of Land For These Land Uses. Changes In The Soil Classification Of Land Require The Development Of A Project To Determine The Classification Based On The Provisions Of The Regulation (6). The Expected Changes And The Need To Carry Out A Soil Classification Of Land In The Field Of Agricultural Land Should Be Agreed With The Ordering Party.16. Calculation Of Plot Areas, Settlement Of Land Use And Classification Contours In Accordance With The Provisions Of 41 Of Regulation (3) And Preparation Of Lists Of Changes To Registration Data Referred To In 34 Of Regulation (2).17. Preparation Of The Working Geometric Database, Updated With The Results Of The Work Detailed In Points 9-16.18. Preparation Of The Draft Descriptive And Cartographic Report In Accordance With The Provisions Of 27 Section 3 Of The Regulation (2), Which Will Be Available For Inspection By Interested Registration Entities.19. The Contractors Representative Will Participate In The Presentation Of The Draft Descriptive And Cartographic Report For Public Inspection And Will Collect And Forward To The Ordering Party, In The Form Of An Appropriate Protocol, The Comments Of Interested Entities Submitted As Part Of The Presentation.20. The Contractor Will Ensure The Participation Of Its Representative In Resolving The Comments Submitted To The Project Descriptive And Cartographic Report. 21. The Contractor Will Prepare And Submit To The Ordering Party The Results Of The Modernization Works In The Form Of A Description And Cartographic Report. These Results Will, In Particular, Include Changes Resulting From The Recognition Of The Comments Submitted To The Draft Descriptive And Cartographic Report As Justified.22. The Contractor Will Complete The Materials And Information Collected In The Pzgik, Supplemented To The Necessary Extent With Field Geodetic Measurements And Activities To Determine The Course Of Boundaries In Order To Eliminate Discrepancies Occurring On The Borders Of The Bukowsko District With The Neighboring Districts.23. A Detailed Description Of The Subject Of The Order Is Attached As Appendix No. 1 To The Swz.
