This Award Procedure Is Based On A Resolution By The Conference Of Heads Of The State And Senate Chancellery Of The Federal States On A Model For The Introduction Of A Payment Card With National Minimum Standards That Are Decisive For The Use Of A Payment Card For Asylum Seeker Services. The Resolution Agreed On Requirements For The Design Of The Payment Card And Minimum Standards To Be Taken Into Account. The Requirements For The Payment Card Are Attached To The Participation Documents For Information Purposes As An Attachment Payment Card Requirements . This Award Procedure Is Carried Out Taking Into Account This Model For The Introduction Of A Payment Card With National Minimum Standards. The Requirements For The Design Of The Payment Card And The National Minimum Standards Themselves Are Not Minimum Requirements Within The Meaning Of Public Procurement Law. This Attachment Is Part Of These Participation Documents Solely For Reasons Of Transparency. It Is Planned To Award A Framework Agreement With A Term Of Four Years For The Provision Of Services In Connection With The Operation, Provision And Further Development Of A Payment Card, Especially For Those Entitled To Benefits Under The Asylum Seekers Benefits Act (Asylblg) For The Authorized Bodies. The Calls From The Framework Agreement Depend On The Budgetary Authorizations Of The Respective Country. The Contractors Must Agree To Adapt Their System If The Law Changes. The First Card Issue And Service Provision Must Take Place No Later Than Four Weeks After Retrieval By An Authorized Authority. By Using Payment Cards With A Neutral And Non-Discriminatory Layout, Existing Specialist Procedures Can Be Used, E.G. B. In The Asylum Seeker Service Area Or Existing Accounting Systems Can Be Supplemented. The Aim Is, Among Other Things, To Design The Issuing Of Cards In Such A Way That The Holding Of Cash Can Be Ruled Out (E.G. Using Blank Cards That Can Be Activated By The Authorities If Necessary). In The First Step, This Tender Is Not Aimed At Additional Interfaces To The Specialist Procedures Or Accounting Systems Used In The States And Municipalities, But Rather Expects To Offer A Service For Payment Processing Via A Payment Card. Each Retrieving Location Must Be Able To Access The Contractors System Without The Need For Separate Technical Interfaces. An Adjustment Of Specialist Procedures Or An Integration Of The Contractors Application Into The Existing Systems Is Not Planned At The Start Of The Contract.
