Expression of Interest are invited for International Legal Counsel - Kosovo Wind The International Finance Corporation (IFC) has been approached by the Government of Kosovo (GoK) to assist them in attracting private sector investment for wind generation projects, including the design, financing, construction, and operation of a wind power plant(s) of up to 150MW of capacity (the Project). The Project is envisaged to be prepared and auctioned in two implementation rounds of 75MW each. The auctions will be non-site specific. IFC seeks to hire a legal consultancy firm to support IFC with all the legal and regulatory aspects related to the structuring and implementation of the auctions, including but not limited to: (i) legal and regulatory due diligence of the sector - review of applicable energy sector laws, PPP procurement law, state aid law and other applicable; (ii) recommendation on legal structuring options and legal input into required documents for GoK approval prior to the tender launch, e.g. feasibility study; (iii) preparation of tender documents request for prequalification, request for proposals; (iv) preparation of the project agreements; and (v) assistance with conducting a transparent tender process up until commercial close with the selected strategic investor(s). The firm will be expected to bring a legal firm that has experience in matters of Kosovo Law as a partner for this assignment.
