1. The Subject Of The Order Is The Development Of Multi-Disciplinary Design And Cost Estimate Documentation For The Reconstruction Of The Faculty Library Rooms Into A Teaching (Lecture) And Conference Room In The Building Of The Jan Długosz University In Częstochowa, At 2/4 Zbierski Street. 2. The Room Intended For Reconstruction, With An Area Of ​​Approximately 118.32 M2, Is Located On The Ground Floor In Segment B. The Height Of The Room (Up To The Suspended Ceiling) Is 3.30 M. The Room Contains Structural Elements In The Form Of Columns And Beams. There Are Rows Of Windows On One Of The Longer Sides Of The Room. On The Opposite Side There Are Large Glazings Bordering The Corridor. One Of The Shorter Walls Is Not Perpendicular - It Runs Diagonally. Currently, The Room Is Divided By A Glass Wall. The Walls Of The Room Are Finished With Cement And Lime Plaster And The Floor Is Carpeted. Suspended Ceilings With Built-In Lighting, Mechanical Ventilation And Fire Protection Elements3. The Contractor Will Design 2 Independent Rooms. In Terms Of Use, It Is Necessary To Envisage Changing The Current Function And Dividing It Into A Teaching And Conference Room. The Number Of People (Users) Should Be Adjusted To The Size Of The Rooms (Maximum Use Of The Surface Potential). The Design Task Includes The Implementation Of The Full Scope Of Construction/Renovation Works Including Arrangement. Newly Designed Rooms Should Be Equipped With All Necessary Installations (Taking Into Account The Use Of Existing Infrastructure), Such As: - Sanitary Installation (Mechanical Ventilation), - Electrical Installation, - Lan Network Installation, - Audio-Video System (Tv, Sound System), - Fire Protection System. The Newly Designed Teaching (Lecture) Room Should Include A Desk For The Teacher With An Armchair, A Maximum Number Of Tables With Chairs For Students, A Tv (Due To The Large Distance From The Last Row Of Tables - A Large Screen Is Preferred) And A White Board (Dry-Erase). In The Second Conference Room, A Horseshoe Arrangement Of Tables And A Presidential Table (Set Against The Shorter Wall) Should Be Designed. The Tables Must Be Of High Aesthetic Value, Conceal Wiring And Be Equipped With Hidden Electrical And Internet Sockets. Upholstered Chairs (Preferred Of Medium Height, Up To The Middle Of The Back). An Image Carrier - A Tv - Should Be Placed Above The Presidential Table. 4. Design Documentation And Designed Solutions Should Take Into Account The Requirements Regarding Accessibility For Disabled People And Design For All Users, In Accordance With Directive 2019/882 Of The European Parliament And Of The Eu Council On Accessibility Requirements For Products And Services (Oj Eu .2019.151.70) And With The Act Of July 19, 2019 On Ensuring Accessibility For People With Special Needs (Journal Of Laws Of 2022, Item 2240).5. The Subject Of The Order Will Be Implemented In Stages: Stage 1 - Development Of A Concept For The Selection Of Material And Technical Solutions: 1) Verification Of The Inventory Of The Room Covered By The Design Works, Preparation Of An Inventory Of The Installations And Submitting Them To The Ordering Party; 2) Development Of The Concept, Submitting It To The Ordering Party; 3) Agreement With The Ordering Party, Acceptance And Protocol Acceptance By The Ordering Party. Stage 2 - Development Of Design And Cost Estimate Documentation: 1) Development Of Multi-Discipline Design And Cost Estimate Documentation And Submitting It To The Ordering Party; 2) Protocol Acceptance Of The Design And Cost Estimate Documentation By The Ordering Party; 3) Submitting An Application For A Permit On Behalf Of The Ordering Party Construction, If The Investment Carried Out On The Basis Of The Design And Cost Estimate Documentation Prepared By The Contractor Will Require Obtaining A Building Permit; 4) Obtaining A Final Decision On A Building Permit, If The Investment Carried Out On The Basis Of The Design And Cost Estimate Documentation Prepared By The Contractor Will Require Obtaining A Building Permit. Stage 3 - Authors Supervision: 1) Supporting The Ordering Party At The Stage Of The Public Procurement Procedure For The Implementation Of An Investment That Is The Subject Of The Design And Cost Estimate Documentation; 2) Providing Authors Supervision Over The Prepared Documentation From The Commencement Of Construction Works To The Date Of Final Acceptance.6. The Concept (Made In Two Variants) Should Include: A) Description Of Technical, Material And Color Solutions Along With Graphic Illustration Of The Interior Design Elements Of The Rooms, B) Technical Drawings (Projections), C) Visualizations, D) Description Of The Mechanical Ventilation Solution, E) Description Solutions Regarding Accessibility For People With Disabilities And People With Special Needs, F) Estimated Costs For The Entire Project, For Each Variant, Broken Down By: Construction Works, Furniture Equipment.7. The Scope Of Studies Constituting The Design Documentation: A) Construction Designs For Each Industry (Architecture, Sanitary, Electrical Engineering); B) Executive Designs For Each Industry (Architecture Design Along With The Design Of The Interior Design And Arrangement And Equipment Of The Rooms, Including A Technical Description Of Finishing Elements And Architectural Details Including Full Furniture Equipment And Colors, Design Of Sanitary Installations, Design Of Electrical Installations, Lan) As Separate Industry Studies; C) Bills Of Quantities; D) Investors Cost Estimate; E) Technical Specifications For The Execution And Acceptance Of Works Together With Opinions, Permits And Arrangements To The Extent Consistent With The Construction Law.8. The Ordering Party Reserves The Right To Organize Working Meetings Held At The Ordering Partys Headquarters Or Using Means Of Distance Communication, E.G. In The Form Of Video Or Teleconference, At The Ordering Partys Discretion, At Every Stage Of The Implementation Of The Agreement, To Which Persons Directed By The Contractor To Implementation Of The Subject Of The Contract, The Contractor Is Obliged To Ensure The Participation Of These People In Such Meetings, Unless For Justified Reasons The Presence Of These People Is Not Possible (E.G. Due To Illness Or Vacation). The Ordering Party Will Inform The Contractor At Least 3 Business Days In Advance About The Date Of The Working Meeting. 9. The Design And Cost Estimate Documentation, The Studies It Comprises, Including The Technical Specifications For The Execution And Acceptance Of Works Constituting The Subject Of This Order Will Constitute A Description Of The Subject Matter Of The Order In The Procedure For Awarding A Public Procurement Contract For Construction Works, Conducted In Accordance With The Provisions Of The Public Procurement Law, Therefore Should Be Performed In Accordance With The Requirements For Preparing A Description Of The Subject Of The Contract And An Investors Cost Estimate Specified In This Act And The Implementing Regulations, In Particular:10. The Ordering Party Requires That The Documentation Does Not Contain Indications Of Specific Trademarks, Patents Or Origin, Source Or Specific Process That Characterizes Products Or Services Provided By A Specific Entity Or Provisions/Solutions That Could Hinder Fair Competition Or Lead To The Elimination Or Privilege Of Certain Entities Or Products . If It Is Not Possible To Describe The Designed Solutions In A Sufficiently Precise Or Understandable Way, It May Be Possible To Indicate The Trademarks, Patents Or Origin, Source Or Specific Process That Characterizes The Products Or Services Provided By A Specific Entity, And Such Indication Must Be Accompanied By The Words Or Equivalent Together With With A Description Of The Criteria For Assessing This Equivalence (Article 99(4) Of The Public Procurement Law). At The Request Of The Ordering Party, The Contractor Will Indicate At Least Three Products/Solutions From Different Manufacturers That Meet The Described Equivalence Criteria;11. If The Provisions Of The Design Documentation Refer To Standards, Technical Assessments, Technical Specifications And Reference Systems Referred To In Article 101, Paragraph 1, Point 2 And Paragraph 3 Of The Public Procurement Law, Such An Indication Must Be Accompanied By The Admission Of Equivalent Solutions, And Such A Reference Must Accompanied By The Phrase Or Equivalent (Article 101(4) Of The Public Procurement Law). At The Request Of The Ordering Party, The Contractor Will Indicate At Least Three Products/Solutions From Different Manufacturers That Meet The Described Equivalence Criteria.12. Completion Of Stage 1 (Concept): Up To 3 Weeks From The Date Of Signing The Contract. 13. Completion Of Stage 2 (Design And Cost Estimate Documentation): Up To 3 Weeks From The Date Of Acceptance (Receipt) Of The Concept By The Ordering Party.14. In A Situation Where The Investment Carried Out On The Basis Of The Design And Cost Estimate Documentation Prepared By The Contractor Will Require Obtaining A Building Permit, An Application For A Building Permit Must Be Submitted To The Competent Architectural And Construction Administration Authority Within 3 Days From The Date Of Signing The Protocol Of Receipt Of The Design And Cost Estimate Documentation. And Obtaining An Appropriate Power Of Attorney From The Ordering Party.15. Authors Supervision Will Be Performed From The Date Of Requesting The Contractor To Perform Authors Supervision By The Ordering Party Or His Representative Until The Date Of Completion (Final Acceptance) Of The Investment Carried Out On The Basis Of Design And Cost Estimate Documentation, While The Ordering Party Reserves The Right To Carry Out The Construction Works In Stages (Divided Into Two Stages) Performing Authors Supervision.16. A Contract Will Be Signed With The Contractor Whose Offer Is Selected In This Procedure In Accordance With The Draft Contract Constituting Annex No. 7 To The Terms Of Reference.
