Expression of Interest are invited for Fiji Green Finance Taxonomy Project Implementation Task 1 Strategy: Framework Report Development 1.1 in Consultation with Rbf, Provide in-Depth Analysis, Suggestions, and Recommendations on Establishing the Fiji Taxonomy through Writing a Framework Report Which Covers: · Objectives, Headline Ambitions, Scope and Key Principles of the Proposed Taxonomy with an Initial Focus on Climate Change Mitigation (Ccm), Climate Change Adaptation (Cca) Objectives and Consideration of Biodiversity Conservation as a Potential Objective; · Development of Science-Based, Usable and Appropriate Technical Screening Criteria for Two Climate Change Mitigation Priority Sectors (Based on a Shortlist of 5 Identified Sectors) with Use Cases, Aligned with International Standards; · Consideration of the Role of Msmes including with Reference to the Ifc Sustainable Msme Reference Guide; · Consideration of the Potential Role of Emerging Blue Economy Principles Such as the Ifc Guidelines for Blue Finance (2022) and the Icma, Ifc, Ungc, Unep Fi, and Adb Practitioners Guide: Bonds to Finance the Sustainable Blue Economy (2023); · Consideration of the Emerging Biodiversity Finance Guidance Such as the Ifc Biodiversity Finance Reference Guide (2023); · Simplified do No Significant Harm and Minimum Social Safeguard Criteria, Appropriate to the Domestic Context; · a Proposed Outline of a Taxonomy Focused on only Selected Objectives and Sectors to Provide an Initial Basis for Stakeholder Discussion. Recommendations should be Based on Analytical Work Already Done by the World Bank Group, the Fiji Government, and Other Stakeholders (e.g, the Global Green Growth Institute) and Take into Account the Overarching the CountryS Development Priorities and National Green Industrial, Environmental and Climate Policies, Regulations and Standards. For this Task, the Consultant is Expected to Draw on Their Knowledge and Experience in Taxonomy Development and Account for Interoperability Considerations, Usability, and the g20 Sustainable Finance Working Group Principles for Sustainable Finance Alignment Approaches. The Consultant should Consider Other Taxonomy Reference Points, While Also Considering Specific National Economic, Sustainability and Environmental Circumstances of a Small Islands Developing State like Fiji including Alignment with Paris Agreement and Sdgs. Task 2: Drafting, Consultation and Finalization 2.1 Review and Provide Feedback and Advice on the Taxonomy Working GroupS Stakeholder Engagement Plan. 2.2 Based on the Framework Report and Discussions with the Rbf, Develop a Draft Taxonomy including, but not Limited to: § Objectives, Scope and Key Principles § Two Priority Climate Change Mitigation Sectors According to isic4 to the Extent Possible § Activities Ideally in Line with Global Taxonomy Practices but Contextualized to the Size and Feasibility of an Economy like Fiji § Descriptions of each Activity § Define and Suggest Usable Technical Screening Criteria of each Activity to Categorize the Economic Activities, in Qualitative and/or Quantitative Terms, into (1) Environmentally Friendly Activities (Green) (2) Transition Activities (Amber) and (3) Ineligible Activities (Red). Criteria should be in Line with National Objectives (including Climate Targets), Data Availability and Domestic Capacity, Aiming for Pragmatic Interoperability. § Include Use Cases in Line with Neighboring Reference Taxonomies and International Standards. § Indicate and Suggest Verifiers and Certifications to Categorize the Activities, and Provide Minimum Requirements in Both Local and International Standards. § Provide Recommendations for Ongoing Maintenance and Development of the Taxonomy over Time. 2.3 Work Closely, Ideally through Local Presence, with the Rbf and Technical Working Groups and Committees, Helping to Facilitate Two Rounds of National Consultation on the Taxonomy. 2.4 Provide Expert Review following each Round of Consultation on Comments Received, Where Those Comments are not Able to be Addressed by Rbf Themselves. 2.5 Based on the Outcome of the Consultations and Decisions of the Rbf and Relevant Working Groups, Finalize a Taxonomy Document in a Form Able to be Implemented by the Rbf. 2.6 Develop a Either an Integrated or an Accompanying Simple Guide for Users of the Taxonomy.
